REQUEST FOR INFORMATION ON MARGO MACDONALD'S PROPOSED BILL
Thank you for your request for information which we received on 15 December and in which you asked a number of questions on Margo Macdonald's proposed End of Life Choices (Scotland) Bill. Your request has being handled in accordance with the Freedom of Information (Scotland) Act 2002.
You may already be aware that Margo Macdonald has simply put forward the proposal for this bill. In line with the rules for members' bills, Margo Macdonald is currently seeking the views of the public on a bill. A copy of the consultation can be found here:
If you have not already done so you may wish to respond to this consultation.
Once the consultation has been completed there is a requirement for 18 other MSPs to notify the Clerk of their support for the proposal before a Bill can be introduced to Parliament.
You can find more information on the procedures for the introduction of members' bills in Section 9.14 of the Parliament's Standing Orders:
However I can confirm that no legal advice has been sought on potential conflicts between Margo Macdonald's proposal for a bill and the Human Rights Act 1998.
