WOMEN'S NATIONAL COMMISSION
COMMISSIONERS REMUNERATION - GUIDANCE
1. Members who do not already receive a salary from public funds may claim remuneration for the time they work on Commission business.
2. For this purpose, “work” may mean involvement in the following, on behalf of WNC and when agreed in advance:
formal Commission and Board meetings;
meetings of working groups;
attendance on behalf of the Commission at speaking engagements or other events, including seminars and conferences.
informal WNC meetings with practitioners, experts and overseas visitors;
press conferences and other media opportunities;
working lunches where representing WNC;
Commission `Away days';
Drafting papers, reports or other ad hoc written pieces requested by WNC;
3. Commissioners will be paid a remuneration fee of £163 per day for their preparation, attendance and participation at those listed in 2, and other work when agreed in advance with the WNC Director, up to the equivalent maximum limit of 18 days per financial year. Remuneration fees and travel expenses should be claimed by correctly completing the `GEO SAP 100' claim form and sent to the Directorate for authorisation.
4. Allowances will be made for drafting and reading time, and travelling time will also be taken into account. Payments may be made on a pro-rata basis in half-day segments. For the purposes of this note, a half-day equates to 4 hours. Claims must be made within 30 days of the activity, in accordance with government accounting requirements.
5. If at any point a Commissioner feels that the demands of the Commission (for example, in terms of the volume of paperwork) are such that additional days outside the agreed arrangements may be required, the case should be put in writing to the Chair. Further payments will be discretionary, subject to business priorities and available resources.
Childcare and other caring responsibilities
6. Commissioners with childcare or other caring responsibilities may claim reasonable expenses to cover these costs. Please discuss the circumstances with the WNC Director, in advance of any agreed activity taking place.
Possible conflicts with remuneration payments
7. Individual Commissioners need to consider carefully their own circumstances, before claiming for their remuneration. If Commissioners are already in receipt of a salary or payment from the public purse, they must make their own judgement on the appropriateness of making a claim for remuneration from the WNC, for work they carry out for the Commission.
8. This rule may affect councillors, civil servants, MPs or peers, and local government employers, as well as others. The principle of receiving funding from the public purse from more than one source for the same period of activity, raises an issue for individuals to clarify. Any local government employees on the Board would be advised to seek advice from their employer before they claim remuneration from WNC. For some, the daily remuneration rate may be more than individuals receive for a day's work, so will need to consider their options in light of this.
Making a Claim
9. Claim forms are available in electronic or hard copy form. Remuneration claims will aim to be paid within 30 days of the claim being made.
10. Claims will be paid directly into an individual's bank or building society account.
