FREEDOM OF INFORMATION REQUEST REFERENCE NO: 165-08-647
I write in connection with your request for information dated 15th December 2008,
received by the Freedom of Information Department. May I first apologise for the
delay in responding to your request I note you seek access to the following
information:
I am seeking information on anthrax or white powder hoaxes utilizing the postal
system in 2003.
Which you then followed up with some specific details.
One incident which relates to your request is already in the public domain. This
occurred at the offices of NTL in Guildford, on 21st October 2003. It was reported in
the press at the time and the report can be viewed via the following link:

Surrey Police can neither confirm nor deny that it holds any additional information
relevant to this request, as the duty in Section1(1)(a) of the Freedom of Information
Act 2000 does not apply. This notice acts as a refusal notice under the provisions of
S17 (1) of the Freedom of information Act 2000, by virtue of the listed exemptions:
• Section 23(5) Information Supplied by Security Bodies.
• Section 24(2) National Security
• Section 27(4) International relations
• Section 30(3) Criminal Investigations
• Section 31(1) Law Enforcement
• Section 38(2) Public Safety.
It will be apparent that the police service, by virtue of its core functions, will record and
investigate incidents of this nature and will work closely with other national and

international bodies tasked with national security and tackling serious and organised
crime. To confirm or deny that Surrey Police has recorded other such incidents, would
potentially harm any ongoing criminal investigations linked to those offences.
However, this should not be taken as conclusive evidence that the information you
requested exists or does not exist.
Surrey Police provides you the right to request a re-examination of your case under its
review procedure. How to do this is set out in the attached Appeals Notice. Having
followed the full procedure, if you are still dissatisfied, then you have the right to direct
your comments to the Information Commissioner who will give your case
consideration.
