Dear Keith

FREEDOM OF INFORMATION ACT 2000 - INFORMATION REQUEST

Your request for information has now been considered and the information
requested is below.

You asked: 1) Please supply any and all information regarding Leicester City
Council's "Commercial Standing", as per the type registered on file at the
Dunn & Bradstreet website, or other source that logs corporate information.
http://www.dnb.co.uk/

Thank you for your clarification.  Looking at the website for which you
have provided the URL, there are a number of reports, but you have not
specified which report or reports you require the information to be
based on - we need to know what items of information you are asking us
to provide.

It is open to you to progress this matter by specifying the report/reports
that you are interested in. However, you may wish to consider whether
this approach will yield the results that you want.

Having looked briefly at the various reports available through this
website the general comment can be made that much of the information
sought is relevant only to companies but not to local authorities.

Leicester City Council is required to tell you whether or not we hold
information.  Information is unlikely to be held that is not relevant to us,
and our response is likely to contain a large number of instances where
we will say that we do not hold the information requested.

We are required to share with you information that we hold, but where
such information is already made available through the Council's
publication scheme for information then we shall refer you to the

publications where such information is held. In this case it seems likely
that we would refer you to our published accounts.

For example, one of the returns refers to the "liquidity ratio". We have
not calculated this for our own purposes and you would have to
examine our accounts to extract the relevant information and perform
this calculation yourself.

I enclose a copy of our most recent annual accounts (2342 Appendix A).
Perhaps you may reach the conclusion that the most productive way
forward will be to see if these provide the information that you require
and then to let us know if you identify gaps that you think that we might
be able to fill.

2)  Also, please detail the reasons why Leicester City Council would be
registered on a site such as this."

Leicester City Council use credit agencies to help us manage our
debtors and to vet the financial standing of prospective customers, in
particular commercial tenants. Until recently we used Dunn and
Bradstreet for these purposes.

The legislation allows you to use the information supplied for your own
personal use. Please be aware that any commercial or other use, for example
publication, sale, or redistribution may be a breach of copyright under the
Copyright, Designs and Patents Act 1988 as amended unless you obtain the
copyright holder's prior permission.

Not all the information that is supplied which is covered by copyright will be
the Council's copyright, for example it may be the copyright of a government
department or another Council. You should seek either the Council’s consent
or their consent as appropriate. The Council is willing to advise you of any
such potential issues on request. In order to make a request to re-use the
information please contact the Head of Information Governance at the
address detailed below.
