Further to my email dated 20 September, I am now in a position to reply to your request for an internal review of your request for information. As mentioned in my email, the basis of your appeal seems to be the location of the complaints that you requested.

Your request referred to the number of reports/complaints that the council received due to a pedestrian/child/dog being endangered by the actions of a cyclist on the footpaths running between Ryde Inshore Rescue and the Boat House pub during the past 3 years.

The initial reply sent to you on 10 September stated that 3 complaints had been received regarding cyclists on the Esplanade at Appley during the last 3 years.

In an email dated 15 September, you re-iterated that your request specifically related to the area between Ryde Inshore Rescue and the Boat House, whilst the reply referred to the `Esplanade at Appley'. I have contacted colleagues in the relevant service area, to check this information, and clarify what area these complaints relate to. They have confirmed that the complaints relating to the Esplanade at Appley do relate to the area requested, in particular the area between Ryde Inshore Rescue and Puckpool. They have received no complaints for the area between Puckpool and the Boat House.

As mentioned, the council recognises that benefit may be gained by additional signage to inform cyclists. I have been advised that the Traffic Section is considering placing signs to request cyclists to dismount on the upper sea wall, although as there is no official highway designation for this area, this will not be enforceable.

I trust that this clarifies the matter for you, and satisfies your appeal. If there are any other aspects of your request that you believe remain outstanding, please let me know. If you remain dissatisfied with the way in which your request has been handled, you have the right of further appeal to the Information Commissioners Office, Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9 5AF.(www.informationcommissioner.gov.uk).

Yours sincerely

Vanda Niemiec (Miss)
