Review Panel Decision.

With regard to your request for an internal review, this has now been completed, and following a further inspection of recorded information held, the figures you requested are

.

  1. 781 cases of recorded staff absences between 1st August 2004 and 31st October 2008 for the ailments stated.

  2. 1 complaint.

  3. 1 claim.

  4. 2 cases filed, both withdrawn.

You should be aware that whilst we believe the figure of 781 is reasonably accurate, we cannot be absolutely sure without examining every relevant staff file.

Pembrokeshire County Council employs over 6000 staff. You have suggested Council officers manually “extract a file from a cabinet, open it, turn up the sickness tab and glance at the sheet and scribble a note if the file refers to stress/depression/ and put it back again”. Even applying your suggested figure of one minute, the time taken would be in excess of 100 hours and thus well above the ““relevant cost limit” from Section 12” of “£450 or two and a half days work”. Our own estimate of the time that would be taken to carry out this task is probably nearer five minutes for each file.
