Request under the Freedom of Information (Scotland) Act 2002
Thank you for your email received on 4 December 2008 requesting that the following information be provided to you:
“I would like to know how many employees of the city council have been absent from work due to either stress, anxiety, depression or any combination of those ailments between 1st August 2004 and 31st October 2008.
Please also confirm how many complaints of bullying have been made
by employees of the council against managers or colleagues during
the same period.
Please confirm how many employees have claimed constructive
dismissal within the same period for bullying/harassment.
Please confirm how many claims have been filed against the city council at the Employment Tribunal within the same period for bullying/harassment.”
The Council is treating your request as a request under the Freedom of Information (Scotland) Act 2002.
On inspecting our records, it would appear that Glasgow City Council does not hold some of the information which you have requested. Neither does anyone else hold it on our behalf. Accordingly we are unable to comply with your request in full.
It is not currently possible to establish the number of employees who have been absent from work due to stress, anxiety or depression during the period 1st August 2004 to 31st October 2008.
A new centralised database is being rolled out in 2009. When this happens the Council will be able to generate this information, but at present each service would be required to collate this information from their own systems. In some cases information is contained in largely manual records and would therefore take a significant amount of time which would be cost and time prohibitive to produce the data.
The information which you requested and which is not covered by any exemptions as described above is as follows:
Table 1 details the number of complaints of bullying made by employees of Glasgow City Council against managers or colleagues between1st August 2004 and 31st October 2008.

The notice will state the decision reached by the reviewing officer as well as details of how to appeal to the Scottish Information Commissioner if you are still dissatisfied with the Council's response.
