Thank you for your online enquiry received on 1st December 2008, requesting information on Parking Enforcement

Please find your questions and our answers below:

Question 1:

What factors and other allowance your contractor will take into consideration for when choosing a course of action with regard to a vehicle parked in breach of parking regulations?

Removal procedures

The following procedures must be adhered to.

1- PCN will be issued by either a PA or by the Onboard PA (OBPA).

2- Tow truck will be called for by the PA as a possible lift.

3- On arrival the OBPA will check the PCN (time, registration number, make of vehicle), if all the details are correct then he or she will proceed with the removal otherwise the PCN will be reissued.

4- The OBPA will record all details of the PCN and the vehicle details in his or her pocket book.

5- Prior to lifting the OBPA will check all windows of the vehicle, tyres, general condition and ensure the vehicle to safe to be removed. If the tyres/wheels are worn, punctured, dented and scratched then this will be recorded on the damage sheet and photos taken, he or she will also indicate any visible properties inside the vehicle on the removal sheet. If he or she believes the vehicle is unsafe to remove then a call must be made to control for further advice.

6- The OBPA will proceed to take photographs of the vehicle in relation to location, restriction, bay and time plate, also photographs of every side of the vehicle to be taken showing any damage.

7- The OBPA will then stick a yellow `authorised for removal' sticker onto the front windscreen of the vehicle on the passenger side indicating location, registration number, make, colour and time.

8- The OBPA will then instruct the tow driver to start the removal process.

9- The tow truck driver will attach the clamps into the wheels of the vehicle ensuring the clamps are attached securely and the bars are tightened, he will then attach the straps to the clamps and start the lift. During this phase of the removal the tow driver is to be aware of his surroundings when swinging the vehicle onto the truck looking out for trees, street lights etc

10- Should the driver of the removed vehicle return before all 4 wheels are off the ground the vehicle can be released back to them, this decision must be made by a Manager, if all wheels are off the floor the owner is to be told that the vehicle cannot be released and it can be collected from the Brent Car Pound.

11- Once all four wheels of the vehicle are off the ground the OBPA will then take photographs, this will be known as the removal time.

12- The OBPA will send details of the lift to the control room.

13- The controller receiving the details on the radio will repeat back to the OBPA the lift details, this is purely for confirmation to avoid mistakes.

14- The controller will then enter all details manually into a computer system which is linked to the Trace system.

15- If the Trace system is known to be down then the information must be faxed.

16- Once back at the car pound the OBPA will inform the controller who will change the state of the computer entry to `arrived at the pound'.

17- At this stage the vehicle is then off loaded, the tow driver is again to be aware of his surroundings and ensure that the space he is off loading the vehicle into is the right size and doesn't have any obstructions in it. Once the vehicle is off loaded from the tow truck the OBPA will inform the controller who will change the state of the entry to `removal complete'.

18- The OBPA will then conduct a second check of the vehicle condition ensuring the vehicle condition report reflects the general condition of the vehicle, he and the tow driver will both sign the report.

19- The OBPA will then take the vehicle conditions report and PCN to the pound office and hand it to the pound cashier.

20- The cashier will take the report and check the vehicle against the vehicle condition report ensuring all details match.

21- The pound cashier will then attach the payment release sheet into the vehicle condition report awaiting the arrival of the driver/owner of the vehicle.

22- The cashier will also check the ICPS Ticket system to check the case history of the vehicle, checking for any outstanding PCNs and at what stage these tickets are at, this will indicate to the cashier what documentations will be required to release the vehicle.

23- Once the owner arrives to collect the vehicle the pound cashier will hand them a personal details form to complete, the owner will then be asked to provide the following forms of identification, log book, proof of address, driving licence or passport.

24- The cashier will take the details and log in to the release sheet then take copies of the identifications documents.

25- The cashier will then log all payment details into the PM (pound manager) system as well as entering the same information onto the release sheet.

26- If the computer system is down then the cashier will take a manual payment and issue a manual voucher or manual receipt.

27- The cashier will give a copy of the release sheet to the customer, retain one copy for Head office and keep the final copy at the car pound.

28- The cashier will then escort the customer to his or her vehicle in the pound, realese the gate for them to leave.
