Re: Request under the 2000 Freedom of Information Act

First of all may I take this opportunity to apologise for the delay in responding to your Freedom of Information request.

Thank you for your e-mail dated 28th November 2008, in which you sought information relating to the following from the Ministry of Justice:

  1. How many prisoners money is held whilst they are in prison?

  2. Where previous money is held (i.e. in what type of account)?

  3. Whether any interest is obtained on the account in which cash is held?

  4. How much money, in total, is held by the Prison Service on behalf of serving prisoners?

I can confirm that the Department holds the information within the scope of you request under the Freedom of Information Act 2000.

1. How many prisoners money is held whilst they are in prison?

Prisoners are not allowed cash in the possession whilst being held in custody. Any cash that a prisoner has when committed to prison is taken off them at the prison reception. These monies are then held in the Prison Service account during the prisoners time in custody. Any monies that may be sent to the prisoner during their imprisonment are also held in the Prison Service account.

2. Where previous money is held (i.e. in what type of account)?

Prisoner funds form part of the central Prison Service imprest account.

3. Whether any interest is obtained on the account in which cash is held?

The Prison Service Imprest account does not earn interest.

4. How much money, in total, is held by the Prison Service on behalf of serving prisoners?

At the end of November 2008 the balance held was £10, 025,017.60

As part of our obligations under the FOIA, the Ministry of Justice has an independent review process. If you are dissatisfied with this decision, you may write to request an internal review. The internal review will be carried out by someone who did not make the original decision, and they will re-assess how the Department handled the original request.
