Dear Mr Barnett
REQUEST FOR INFORMATION
UNDER THE FREEDOM OF INFORMATION
(SCOTLAND) ACT 2002
Thank you for your request dated 25 November for information under the Freedom of Information
(Scotland) Act concerning inspections of overhead motorway sign gantry lighting on the M74. We have
now completed our search for the information you request.
I should firstly explain that the South West Unit, within which the M74 falls, is managed and maintained
by Amey Infrastructure Services on behalf of Scottish Ministers
Having considered your request. it has been determined that the information you seek under the
Freedom of Information (Scotland) Act, 2002 is exempt in terms of section 25 of that Act, in that it relates
to information already published and available other than by making such a request. The information in
relation to inspection and repair of lighting on overhead gantries is set out in schedule 7 of the 3rd
Generation South West Unit contract categorised as traffic signs. The contract is published on the
Transport Scotland website at
www.transDortscotland.aov.uk or directly by the following link 3G South
West Unit contract.
However, for ease of reference you may find the following information useful. The 3G contract states that
inspection of traffic signs should be carried out every 14 days in winter and 28 days in summer.
Inspections are carried out from a slow moving vehicle to identify defects. Any necessary repairs should
be incorporated into a planned programme of works wherever possible with a maximum time limit of 6
months. Amey are currently preparing a full programme of works for these gantries to be included on an
appropriate schedule.
Defects reported by members of the pUblic will be investigated, and once identified will be scheduled into
a planned programme of works wherever possible and repaired within the required 6 month period.
You have requested information as to why so many gantry lights are non functioning on the M74 between
junctions 1 to 6 as of November 2008. This request for information falls outwith the provisions of the
Freedom of Information (Scotland) Act 2002 (FOISA) as the act provides individuals with a right of
access to all recorded information held by Scotland's public authorities.
I hope you find this to be of assistance. If you require further clarification of these points then
please do not hesitate to contact me.
