Dear Ms Davis,

Thank you for your email of 18 November 2008, in which you ask for a list of all performance-related pay schemes in the public sector bodies for which the Home Office is responsible, with, for each scheme, the following information:

a) The categories of staff (i.e. job titles) to which the scheme applies

b) The approximate numbers of staff in each such category

c) The categories of staff (i.e. job titles) to which the scheme does not apply

d) The approximate numbers of staff in each category

The Home Office sponsors five executive Non-Departmental Public Bodies (NDPBs).

NDPBs are public bodies that, although not part of government departments, carry out functions on behalf of their sponsor departments, who fund them and ensure that they are effective.

NDPBs are, however, independent of the department that sponsors them, and are considered to be “at arms length”. This independence allows them to focus entirely on their own objectives and make unbiased recommendations and decisions. They are therefore free to decide their own policies in relation to staff pay and performance, and the Home Office does not hold this information. To find out information on these bodies' pay schemes, you will need to contact them directly.

The Identity and Passport Service (IPS) and Criminal Records Bureau (CRB) are Executive Agencies of the Home Office. Staff in the IPS can receive an end-of-year corporate bonus and Change Agent bonus. The IPS corporate bonus is a non-consolidated bonus payable to all eligible staff up to and including Grade 6. Payments amounts are up to £400 per person gross per annum.

The Change Agent bonus is also non-consolidated and is paid to eligible Grades 7 and 6. The bonus payment, up to 4% of salary, is dependent on the extent to which individuals achieve their change agent targets against objectives. The IPS also has a special bonus scheme. Staff in the CRB do not receive end-of year performance bonuses, but are eligible to receive special bonuses. In the fourth quarter of the 2007-08 financial year, there were 3601 staff in the Identity and Passport Service, and 466 in the Criminal Records Bureau.

You may also be interested in the Home Office performance-related pay scheme, which applies to all staff in Home Office Headquarters and the UK Border Agency (UKBA) below the Senior Civil Service (SCS) i.e.

The latest figures available give the following numbers in post in each grade:

In the Home Office and its agencies, each grade has its own pay scale, made up of a range of steps, and has a minimum and maximum salary point. The number of steps in each pay scale varies from grade to grade. Progression up the salary scale is dependent on achieving a satisfactory assessment in the annual staff appraisal. As an example, in the Home Office HQ and UKBA in 2008 all staff in grades below the SCS with satisfactory performance, who had been in post for the full year, received a three-step progression, with each step being worth approximately 1% of the scale maximum.

In Home Office HQ and UKBA, staff below the SCS may also receive end-of-year performance bonuses linked to the appraisal system. These bonuses, worth two per cent of the pay range maxima for the grade, are awarded for exceptional performance. They are non-consolidated and non-pensionable.

In addition, staff in Home Office HQ and UKBA below the SCS are eligible to receive special bonuses at any time in the year. Special bonuses are awarded as recognition of outstanding achievements by staff in particularly challenging situations. The maximum amount payable is five per cent of the maximum for the grade. Payments are non-consolidated and non-pensionable.
