Dear Ms Davies,

Thank you for your e-mail of 18 November requesting a list of all performance-related pay schemes in the public sector bodies for which your department is responsible, with, for each scheme, the following information

a) the categories of staff (i.e. job titles) to which the scheme applies

b) the approximate numbers of staff in each such category

c) the categories of staff (i.e. job titles) to which the scheme does not apply

d) the approximate numbers of staff in each such category

BERR has delegated responsibility for agreeing the pay remits of its various NDPBs. The Civil Service Pay Guidance published by HM Treasury on pay and reward arrangements for non-Senior Civil Service Staff (SCS) is followed in considering these pay remits- http://www.civilservice.gov.uk/iam/cs_policy/pay_reward/pay_guidance.asp
The individual NDPBs have delegated authority for setting pay systems that fit the needs of their individual businesses. (Refer to previous response from Cabinet Office ref 258652).

The information requested in respect of the NDPBs are as follows:

The schemes apply to non-SCS staff of the NDPBs

It covers approximately 5,000 non-SCS staff

The information we hold is based on what is supplied by the NDPBs for their non-SCS staff as part of the process for approving their pay remits each year. The pay of the SCS level staff in these organisations is a matter for the organisations concerned, however they are expected to have regard to the Senior Salaries Review Body (SSRB) report in determining this

The NDPBs for which BERR holds information are listed below This list also includes those NDPBs which were previously sponsored by BERR but are now sponsored by DECC following the machinery of Government change on 3 October 2008

The above list excludes ACAS and the BERR agencies (Companies House and Insolvency Service) because their staff are Civil Servants and will have been covered by the figures that Cabinet Office have already provided to you.
