Partners And Communities Together (PACT) is a national model for delivery of services that is driven by the needs and concerns of a community rather than the needs of the service providers. The process is designed to consult with and involve the community, identify concerns (or priorities) and address them at a local level. Whilst the model was designed for a physical or geographic area based on the council wards and police neighbourhoods the diverse communities team identified that for so called 'virtual communities' of minority groups there could be specific concerns or issues that would not be confined to a small geographic area.
It is considered more probable that the concerns of a small sub-population would not be heard within a large physical area. This reduces the opportunity for any of the issues to be mainstream enough to reach the point that they become a priority for the PACT to address. Diverse communities traditionally have difficulty accessing mainstream events and the Lesbian Gay Bisexual Trans (LGBT) PACT aims to provide people from the LGBT community with a comfortable and safe forum to discuss their specific concerns and priorities. Naturally part of the solution for the priorities rests with the service providers (including voluntary and statutory) and providing community groups and members with a formalised platform and structure to interact with providers empowers people to engage positively with statutory bodies and requires service providers to address the needs of it's minority communities.

The group is attended by a variety of agencies including the Police, Intercom, Broken Rainbow, Health, Equality and Diversity and members of the public.
The three main priorities for the LGBT PACT are:
increasing the trust and confidence between the Police and LGBT community
youth engagement and support
community safety
Current plans include: Safer Cruising Campaign, LGBT Youth Support Group (established after the LGBT Education Conference on 7th Feb), liaison with local papers re. positive news, Pride campaign.
