We write with regard to your recent enquiry for information held by the Council under the 
provisions of the Freedom of Information Act 2000. Please find the information you have 
requested enclosed. 
 
1.  Can you tell me the purchase price for Building 1000, The Royals Business Park, 
Docklands E16 and the land attached.

2.  Can you give me a full breakdown and list of costs incurred in the purchase of the 
building including Solicitors fees, stamp duty, surveyors and every other cost.    
 
As at December 2008, the costs of acquiring and commissioning the Building for use by 
the Council (including works as landlord for the benefit of tenants) are set out in the table 
below. The commissioning work is still in progress, thus the costs are presented as latest 
budget forecasts rather than “final costs” in relation to the commissioning costs.

3.  Can you please give me the details of the other properties considered.

4.  Can you give me a list of the meetings, minutes and correspondence you had with 
London City Airport about the building. 
We have had no meetings with London City Airport about the building. 
5.  Can I have the councils own surveyors report and all additional surveyors’ reports. 
The surveyor's report was exempt at the time Cabinet considered the matter due to 
commercial sensitivity and still cannot be made available for the same reasons now. We 
have therefore applied Section 41 and Section 43 exemption under the Freedom of 
Information Act 2000 as it is information provided in confidence and its is not in the 
commercial interest of the council for this information to be put into the public domain. 
6.  Can I have the Health and Safety report of the building and noise readings that have 
been taken inside and out. Can you be more specific about the request for a Health and 
Safety Report; as there are 40 H&S Manuals for the Building.  
Results of internal acoustic test of ventilation noise levels attached. 
7.  Can you send the readings for sound and air pollution from the city airport both inside 
and outside the building?    
We have not undertaken any noise or air quality measurements within Building 1000 and 
do not possess any such information.  Our Public Protection Service does possess air 
quality and noise measurement data for the area around London City Airport, but not 
specifically for the area outside Building 1000. Please refer to our response to your 
enquiry, E3211, regarding air quality and London City Airport and E3212 regarding noise 
and London City Airport.', which will be sent under separate cover. 
Can you be more specific about this.  If the enquiry relates to the current planning 
application, a noise contour map was included with the Environmental Statement 
submitted with the planning application.  This is available for the public to access on our

8.  Can you send a Public Safety Report and confirmation on whether or not Building 1000 is 
within the PSZ. 
I confirm that Building 1000 is not within the PSZ. 
9.  Can you give me a breakdown for costs of refurbishment and adapting the building to the 
councils needs.    
This information is incomplete and will be published in the council’s financial accounts on 
its website. 
10. Can I have the costs to move the staff to Building 1000.    
Until the move is complete, this information is not available. 
11. Can I have a breakdown of the buildings left empty when the move is complete and the 
sales valuation of these buildings.

The value of buildings is commercially sensitive information at this stage and is exempt 
under Section 41 and 43 of the Freedom of Information Act 2000 for reason mentioned 
above. 
12. Can you give me a breakdown of the job cuts incurred because of the move.   
None 
13. Can you send the Actium Consult business case.   
The Business Case was exempt at the time Cabinet considered the matter due to 
commercial sensitivity and still cannot be made available for the same reasons 
now.  Section 41 and 43 of the Freedom of Information Act 2000 is applied. 
14. Can you include the safety impact report on Connaught Bridge. 
Can you be more specific about the information requested. If the enquiry is in relation to 
the impact of the current City Airport planning application on Connaught Bridge, then that
