Please accept this letter, as an acknowledgement of the receipt of your request that the Norfolk Constabulary conducts a review of its response to your request for the following information:
1. The names and ranks/grades of all Norfolk Constabulary employees who are Common Purpose "graduates".
From your request for a review I note that you have raised the following issues:
a. Devon and Cornwall Constabulary were asked the same question and
provided a list of Common Purpose graduates:

Why can't you do the same?
b. We are talking about public funds. The public has a right to know how their taxes are spent and upon whom they are spent. The excuse that you give is totally spurious. The Common Purpose courses are of direct benefit to the individual themselves and will also enhance their skills and help them do their jobs better.
2. I am outraged that the Norfolk police are so deceitful and devious as to try to avoid answering a perfectly straightforward and reasonable question. Has Common Purpose been coaching you on how to avoid answering FOI questions?
The review of the decision concerning your original request for information will be conducted by a Senior Officer from within the Constabulary, in accordance with the Norfolk Constabulary's review procedure. Every effort will be made to have a response to you by the 22nd September 2008. However, if it becomes clear that the review will not be completed by this date you will be contacted.
With reference to Point 3 of your email as follows:

Reference: Common Purpose courses for each of the following years:
2004, 2005, 2006, 2007 and 2008 to date. Please supply a copy of the invoice for each Common Purpose course paid for by your organisation in those years.
You made this same request on the 18th June 2008, our reference 260/08. In my response dated 8th July 2008 I advised that a request under the Freedom of Information Act is for information and not documents. If you would like to specify the information you require I can establish whether the Constabulary holds that information, either as part of an invoice or in some other format, and assess its release.
