Dear Falkirk Council,

Can you tell me through the freedom of information act the
following.

1. Can I have a full list of 3rd sector (charities) who are payed
to work for Falkirk Council? (directly or indirectly)

2. How much does it cost Falkirk Council to pay these 3rd
sector groups each year and can i have a full amount for the last 5
years please?

3. Is the 3rd sector held accountable to anyone, and if yes, who?

4. Is the money for the 3rd sector payed for by Government grant
and Council tax? or is it funded another way?

5. If it is payed for by Council tax or Government grant, can you
tell me how much goes from each towards the 3rd sector charities
per year? i would like information from the last 5 years thanks.

I refer to your information request dated 15 March and would
respond as follows:-

1 & 2 Please see attached spreadsheet

3. Falkirk Council operates a resource allocation process which
applies a consistent approach in terms of the assessment, approval
and monitoring framework for all support provided to 3rd sector
organisations. Funding is approved in line with Falkirk Council
Contract Standing Orders and is subject to ongoing review and
reporting requirements. Monitoring is undertaken by nominated
Contact Officers within Council Services and annual reports are
submitted to senior management and Elected Members. The resource
allocation process complies with Following the Public Pound
Guidance issued by COSLA and the Accounts Commission.’

4 & 5 Council funding to the third sector is, like all other
spending, met from a combination of council tax and government
grant. For example, in 2008/09 council tax financed 18.7% of total
expenditure.

Dear Finance,

Thanks for the reply, can i ask in line with my original question,
how much of the money given to the 3rd sector goes towards
pensions? Or do the people who work for the 3rd sector have to pay
their own pensions?

of the Third Sector Organisations themselves.

Dear Finance Services,

So im I to believe the tax payers pay for the 3rd sector through
local government, yet we cant get access to exactly where all the
money goes or how its spent? Or do these 3rd sector organisations
give FOI requests out?

In my reply of 21 April I stated that information on expenditure on
pensions within third sector organisations is not available from
the information held by the Council.

This annotation about the Audit Commission Act may help:

The Auditors are due in around this time of the year. I would ask your Council exactly when they are in and go look yourself.
