Can you tell me through the freedom of information act the
following.

1. Can I have a full list of 3rd sector (charities)used by
Clackmannanshire Council?

2. How much does it cost Clackmannanshire Council to pay these 3rd
sector groups each year and can i have a full amount for the last 5
years please?

3. Is the 3rd sector held accountable to anyone, and if yes, who?

4. Is the money for the 3rd sector payed for by Government grant
and Council tax? or is it funded another way?

Dear Ann Dickson,

Hi, "used by", i mean who Clackmannanshire Council pay to do work
through the 3rd sector for them. I take it the money from the
government grant is what is used to pay them? I hope that clears
things up but let me know if you need anymore assistance.

Thank you for your information request dated 12/02/2010 about the list of
charities used by Clackmannanshire Council.

I am happy to supply you with the information you requested.

You had asked:
1. Can I have a full list of 3rd sector (charities)used by
Clackmannanshire Council?
A. Please find the list in the attachment provided.

2. How much does it cost Clackmannanshire Council to pay these 3rd sector
groups each year and can i have a full
amount for the last 5 years please?
A. The attachment breaks down the payments by year and by charity.

3. Is the 3rd sector held accountable to anyone, and if yes, who?
A. In most cases the 3rd sector will be accountable to the relevant
Council department for which the service is being undertaken, This will
often be through a form of Service level agreement.

4. Is the money for the 3rd sector payed for by Government grant and
Council tax? or is it funded another way?
A. The money paid to 3rd sector comes from both Government Grant and
Council tax.

Dear Ian Smail,

Thanks for the reply, can you clear a couple of things up? The
chart looks like the money is paid in dollars and not pounds
judging by the sign next to the cost, can you clear this up?

Also, you said the monies paid was from Council tax and Government
grant, can you tell me how much has been put into the 3rd Sector
funds from both the Government fund and the Council tax? By that I
mean seperatley, how much per year from Council tax, how much per
year from Government grant? and from the last five years.

Dear Mr Ovens

In regards to your query about the chart being in dollar signs, I know
that the chart sent was in pounds and not dollars so I checked my reply on
the whatdotheyknow website in an attempt to understand where the problem
originates.
In my reply, the Excel spreadsheet can be seen to have 2 options for
access on the website - 'download' and 'view as html'. If you have Excel
or have an Excel reader it shows the original chart with pounds signs when
you click on 'download'. If you open the 'view as html' link the chart
does show dollar signs but there were no dollar signs in the chart sent
and I imagine it to be an issue with the website.

Your query as to the breakdown of monies paid to Charities could be
considered a separate FOI, however as the answer is straight forward I
will combine the answer with the query on the spreadsheet. The information
you have requested is, under s17 of the Freedom of Information (Scotland)
Act 2002, not held. This is due to the money from Government grant and
Council tax being combined to make up the Council budget, from which the
money is paid to the charities listed on the spreadsheet.

Dear Mr Ovens

Perhaps I should have been more specific, Clackmannanshire Council does
not hold the information on the breakdown of the amounts by Council tax
and Goverment grant sent to charities. As I previously explained, this is
because the two amounts are pooled to make the Council budget.

The Council also does not hold information as to whether any other
organisation would have the information you seek.

Dear Ian Smail,

Well I can see why you want the inquiry closed, Clackmannanshire
Council does not have an accurate record of how much is payed into
these Charities through Government Grant or Council Tax.

As a Tax payer I feel I am entitled to know where any monies used
by the council is used for service's, and that should be too the
penny, not approximatley.

Using the "poole" get out clause is a poor excuse for not having my
information.
