Dear Mr Osborne
I am unable to provide the information you have requested because the
tenancy agreement signed by our customers does not oblige them to notify
us of any changes to the make up of their households.
I am sorry that I have been unable to assist you on this occasion.

Dear Sir or Madam,
My apologies I forgot to attach the following. On Doncaster Council
website it states under FAQ about ALMO's
"What services will an ALMO provide?
• Stock investment decisions and repairs ordering;
• Rent collection, dealing with arrears, debt counselling;
• Consulting and informing tenants on matters which are the ALMO’s
responsibility;
• Promoting tenant participation, including involving tenants in
monitoring and reviewing service standards;
• Enforcement of tenancy conditions;
• Similar functions for leaseholders;
• Managing lettings, voids and under-occupation;"
If you don't require tenants to notify change of household make up
how do you know how many of St Leger homes stock is classified as
underoccupied?
Yours faithfully,
Kevin Osborne

Dear Mr Osborne
Notice under Section 17(1) of the Freedom of information Act 2000 - Refusal to Disclose Information
Thank you for your Freedom of information request dated 11th September.
After consideration of your request for information about the number of single persons allocated 3 or 4 bedroomed homes St Leger Homes has decided that to respond to your request would exceed the appropriate limit as defined in the Freedom of Information Act 2000.
Section 12 of the Freedom of Information Act allows for a request for information to be refused where the cost of supplying the information exceeds the appropriate limit.
The Freedom of Information and Data Protection Act Appropriate Limit and Regulations 2004 Section 3 determines the appropriate limit to be £450.
In order to provide the information you have requested we would need to examine 10,980 files. We have estimated that this examination will take 4 minutes per file i.e. a total of 43,920 minutes (732 hours).
The second part of your enquiry related to how we are able to manage the under occupation of council tenancies. The Council's tenants have the advantage of a Secure Tenancy agreement which if they abide by the conditions of tenancy, allows them to remain in their homes for life.
St Leger Homes manages the Housing Register and Allocation policy on behalf of the Council. Tenants who are under occupying a family home are able to register to transfer to a smaller property and are placed in a priority band which enables them to bid for a more suitably sized property within our Choice Based Lettings Allocation system. In this way we can ensure that under occupiers receive a larger percentage of empty homes.
At the present time the Housing Register has 13,457 applicants divided into the following categories (highest priority at the top):
Platinum 42
Gold 562
Silver 645
Bronze 9701
General 2507
Tenants who are under occupying their present homes are placed in the Silver category and in August 09 236 of the applicants in the Silver Band were tenants currently under occupying their homes.
Following your request for your application to be review all of the papers have been sent to a Senior Officer within the company who will be contacting you shortly.
If you should wish to do so you can apply to the Information Commissioner for a decision about our compliance or otherwise with the Freedom of Information legislation. The Commissions Office will provide further information on how to do this. You can contact them on telephone on 01625 545700 or by internet at www.informationcommissioner.gov.uk or by post to The Information Commissioner, Wycliffe House, Water Lane, Wilmslow, Cheshire SK9 5AF.
Yours sincerely
