Dear Mr Clark,
Re: Freedom of Information (Scotland) Act 2002 – Request for Information
Thank you for your email dated 4 November 2008 timed 22:48, which was received by the
University on 5 November 2008, requesting information about:
1. What will be the total cost of the Student Lifecycle Project to 31st of December
2008 and the breakdown of this cost? Please include travel expenses.
2. What is the estimated total cost of the Student Lifecycle Project to 31st of
December 2008 taking into consideration the number of staff involved in
attending presentations, meetings etc? E.g. total attendees hours grouped by
academic/service grade.
3. What will be the estimated gain in fees from the increase in the number of
students enrolling as a result of implementing the new system?
4. Please supply a list of the projects which have missed out on funding as a
result of the Student Lifecycle Project?
5. Which group of individuals act as "checks and balances" to ensure that the
university's aims are met? a. Will they sign the "project" off? b. If not who signs
the "project" off?
6. Did the present Principal, Sir Muir Russell, have any decision in initiating the
project? What was his contribution?

University’s Response
1. What will be the total cost of the Student Lifecycle Project to 31st of December 2008
and the breakdown of this cost? Please include travel expenses.
The total costs charged to the Student Lifecycle Project account to 21/11/08 are £241,171.
This breaks down into salary costs of £88,877(to 31/10/08) and non pay costs of £152,294
(including travel expenses).
2. What is the estimated total cost of the Student Lifecycle Project to 31st of
December 2008 taking into consideration the number of staff involved in
attending presentations, meetings etc? E.g. total attendees hours grouped by
academic/service grade.
The total number of estimated hours of activity for staff who are not part of the core project
team to 31/12/08 is 7425 person hours. This includes staff seconded to the project from mid
October and staff attending workshops and demos. It is not possible to give a breakdown of
workshop attendees by grade/job family.
Section 17 of FOISA states that where public authorities receive requests for information that
they do not hold, they must issue a notice advising that they do not hold the requested
information. The University of Glasgow does not hold the information that you have requested,
in relation to workshop attendees by grade/job family, and is not aware of any other public
authority that could respond to your request.
3. What will be the estimated gain in fees from the increase in the number of
students enrolling as a result of implementing the new system?
The new information system will be replacing a system which no longer meets the University’s
needs. The system is not being implemented to increase the number of students/fees.
However, the implementation of the new system will contribute to the achievement of the
University’s key performance indicators relating to student recruitment.
Section 17 of FOISA states that where public authorities receive requests for information that
they do not hold, they must issue a notice advising that they do not hold the requested
information. The University of Glasgow does not hold the information that you have requested
and is not aware of any other public authority that could respond to your request.
4. Please supply a list of the projects which have missed out on funding as a
result of the Student Lifecycle Project?
There is not a waiting list of projects put to the side as a result of the decision to invest in the
Student Lifecycle Project.

information. The University of Glasgow does not hold the information that you have requested
and is not aware of any other public authority that could respond to your request.
5. Which group of individuals act as "checks and balances" to ensure that the
university's aims are met? a. Will they sign the "project" off? b. If not who signs
the "project" off?
The Student Lifecycle Project Board, chaired by David Newall, Secretary of Court has
responsibility for the project and this includes ensuring that the University’s aims for the
project are met. Membership is David Newall, Professor Andrea Nolan, Professor Neal Juster,
Professor Paul Hagan, Professor Stuart Reid, Dr Carol Clugston, Robert Fraser, Gavin Lee,
Sandy MacDonald (Project Co- Director) and Christine Lowther (Project Co-Director).
Regular reports are made to the University’s Senior Management Group and through it to the
University Court.
6. Did the present Principal, Sir Muir Russell, have any decision in initiating the
project? What was his contribution?
The project was approved by the Senior Management Group which is chaired by the Principal.
The project was also approved by the University Court and the University Finance Committee.
The Principal is included in the membership of both groups.
The supply of documents under the terms of the Freedom of Information (Scotland) Act 2002
does not give the applicant or whoever receives the information any right to re-use it in such a
way that might infringe the Copyright, Designs and Patents Act 1988 (for example, by making
multiple copies, publishing or otherwise distributing the information to other individuals and the
public). The Freedom of Information (Scotland) Act 2002 (Consequential Modifications) Order
2004 ensured that Section 50 of the Copyright, Designs and Patents Act 1988 (“CDPA”)
applies to the Freedom of Information (Scotland) Act 2002 (“FOISA”).
Breach of copyright law is an actionable offence and the University expressly reserves its
rights and remedies available to it pursuant to the CDPA and common law. Further information
