Freedom of Information Act request for Information
Thank you for your recent enquiry relating to the provision and funding of ICT equipment and broadband services to Councillors within Sandwell MBC.
All Councillors are eligible to request a laptop and printer which are provided to them on loan from the Council. In addition the Members Scheme of Allowances allows for a subsidy of £15 per month to be paid, to assist with the provision of an internet broadband connection. This is only paid to members upon proof of the set up of a broadband line and on condition this is used in connection with their role as a Councillor.
The table below summarises details of Councillors who currently have equipment on loan and/or receive an allowance in respect of broadband.
Before being provided with any of the above Councillors must first read and agree to be bound by the Council's Electronic Communications Policy and Elected Member ICT Acceptable Use Protocol. The purpose of the protocol is to:
Help Members observe their obligations and responsibilities referred to in the Member Code of Conduct together with any guidance issued by the Standards Board for England;
Protect the information assets owned and used by the Council from all threats, whether internal or external, deliberate or accidental; and
To meet all regulatory and legislative requirements.
Councillors may use Council provided equipment for business uses which typically includes:
Holding local surgeries.
Dealing with the correspondence from constituents.
Communicating group activities.
Meetings between group members.
Finally, all equipment is provided on loan and if the councillor resigns or loses their seat they are required to return all equipment.
