On 15th June 2010 we received the following request for information from you: 
 
     “Dear Hertfordshire County Council, 
     
    Can you please tell me the following: 
     
    1. How you procure Construction Consultancy Services 
    2. How you procure Construction Contractors 
    3. If by your own framework, please tell me: 
    a. The titles and content of the relevant frameworks 
    b. Who is on the current frameworks 
    c. The start and end dates of the frameworks 
    d. Any possible extension periods to the frameworks 
    e. The name and contact email of person responsible for the 
    frameworks.” 
 
Your request for information has been considered under the Freedom of Information Act 
2000.  I can confirm that Hertfordshire County Council does hold the information you have 
requested and can respond as follows:  
 
1.  Construction consultancy services are procured through one of three partnership 
contracts with either MACE (Design and Project Management), Mouchel (Property Care), 
or LSH (Estates and Valuation Services).  These contracts were let on 01/03/2003 and run 
to 29/02/2012. 
 
2.  Construction contractors are procured either through Measured Term Contracts 
(Property Care works), through the SMARTE framework, or through competition under 
OJEU rules. 
 
3.  The only framework we currently utilise is the SmarteEast Building Constructors 
Framework. SmarteEast is an Alliance of Hertfordshire County Council, Essex County 
Council and Suffolk County Council.
