Summary 
Following  the  success  of  the  initial  LANTERN  pilot,  NPIA  are  considering  adding  a  IDENT1  LANTERN 
Service  Expansion  that  would  provide  operational  services  to  a  quantity  of  1,500  or  2,500  MFR  units  to 
forces  in  England  &  Wales.      This  CCN050R1  is  a  revision  to  CCN050  IDENT1  LANTERN  Service 
Expansion in response to the Authority’s requests made at meetings in London 7-8 March.  This CCN050R1 
offers  the  NPIA  the  opportunity  to  build  on  the  existing  mobile  policing  success  of  the  LANTERN  pilot 
service for a three (3) year period of performance, from 1 April 2008 to 31 March 2011, through a one time 
purchase.    This  opportunity  includes  the  implementation  of  a  User  Authentication  service,  Service  Level 
Agreements  and  Requirements,  a  PNC  Warning  Flag  display  capability,  customised  software,  operational 
service, support and maintenance for a period of three (3) years for the quantity of units purchased.   
This revised proposal provides the price for the deployment and support of IDENT1 LANTERN Service 
Expansion including new requirements added in March 2008.  It follows from the successful LANTERN 
pilot, which has been in operation since November 2006.  The purpose and overarching objective of the 
LANTERN project is to provide police with portable fingerprint capture and results from searching the 
Unified National Collection via a secure wireless link.  It features efficient capture of fingerprint details 
suitable for identifying individuals in an operational environment.  This CCN also offers real-time searching 
of the unified fingerprint collection held on IDENT1 with timely responses on matched subjects containing 
information to aid officers in their decision making process. 
This CCN050R1 will make the operationally proven LANTERN service available to a greater number of 
police forces in England & Wales, making fingerprint identification readily available to more officers in the 
pursuit of their duties. This CCN050R1 includes the procurement of additional MFRs, with spares and 
warranty service, and implementation of customised MFR software designed to meet requirements unique to 
LANTERN.  It also includes expansion of the Central facilities where fingerprint data is maintained and 
searches are performed.  Higher capacity computational resources will be implemented to process a larger 
workload of searches.  Refinement of the detailed design, development, integration, and implementation 
services will be provided for the expansion, including deployment and support for the added MFRs.   
The features required for LANTERN operation have been previously developed under the aforementioned 
pilot (CCN014R2).  The proposed IDENT1 LANTERN Service Expansion makes full use of the existing 
baseline of capabilities, refining them to ensure robust operation on a larger scale, and expanding their use to 
a larger user community.  In response to newly defined requirements, this proposal includes the following 
added features:

•  User-level authentication upgrades the security solution from device-based authentication, as delivered in 
the pilot, to user-level authentication, where all users have unique and authenticated identities that follow 
them to any MFR to which they are assigned.   
•  PNC Warning Flags displayed on the MFR augment the current data on respondents from LANTERN 
searches.  Display of PNC Warning Flags to LANTERN users, just as demographics have been displayed 
in the LANTERN Pilot, adds another dimension of valuable and timely information to aid in police 
decision making.   
•  Service Level Requirements (SLRs) are proposed for major performance and technical support areas 
along with the additional metrics reporting and analysis to determine and report them. 
Accordingly, under this Contract Change Note CCN050R1, the Parties agree to add a new category of service 
called  “IDENT1  LANTERN  Service  Expansion”  and  to  make  the  necessary  changes  to  the  Contract,  as 
negotiated  and  agreed, for  additional MFR  units, additional  central  services,  development,  integration,  test, 
installation,  User  Authentication,  PNC  Warning  flag  capability,  service  level  requirements,  operational 
support and maintenance to support the IDENT1 LANTERN Service Expansion for three (3) years.   
The  Authority  and  the  Contractor  have  negotiated  this  mutually  acceptable  Contract  Change  Notice  to 
achieve these changes. 
This CCN050R1 may be executed in several counterparts or duplicates, each of which shall be deemed to be 
an original but all of which taken together shall constitute one single agreement between the Parties. 
The  parties  agree  to  the  following  changes  to  the  IDENT1  Contract  (the  “Contract”)  with  effect  from  the 
signature  date  of  this  CCN050R1.    Except  as  expressly  amended  hereby,  the  terms  of  the  Contract  shall 
continue  to  operate  with  full  force  and  effect.    The  period  of  performance  shall  extend  for  three  (3)  years 
from date of contract signature.

Part B: Evaluation 
For the purposes of pricing this IDENT1 LANTERN Service Expansion, the assumptions and conditions laid 
out in Attachment B-1, Description Section 9 apply.  Any changes to these assumptions and conditions will 
be subject to a modification by CCN incorporated through Schedule L (Change Control Procedure).
