Summary
Following the success of the initial LANTERN pilot, NPIA are considering adding a LANTERN Service
Expansion that would provide operational services for up to 2,500 MFR units to additional forces in England
& Wales. To that end, during meetings held in Fairfax 7-8 November 2008, Sue Moffatt of NPIA requested
that Northrop Grumman provide a proposal for an expansion of the existing LANTERN pilot service in
England & Wales. This CCN050 offers the NPIA the opportunity to build on the existing mobile policing
success of the LANTERN pilot service for a three (3) year period of performance, from 1 April 2008 to 31
March 2011, through a one time purchase.
The purpose and overarching objective of the LANTERN project service is to provide the police with
portable fingerprint capture and results from searching the national collection via a secure radio link. This
CCN050 would make the operationally proven LANTERN service available to a greater number of police
forces in England & Wales, making fingerprint identification readily available to more officers in the pursuit
of their duties. CCN050 includes the procurement of additional MFRs, with spares and warranty service, in
addition to implementation of customised MFR software designed to meet requirements unique to
LANTERN. It also provides an expansion of the Central facilities where fingerprint data is maintained and
searches are performed. Higher capacity computational resources will be implemented to process a larger
workload of searches. Refinement of the detailed design, development, integration, and implementation
services will be provided for the expansion, including deployment and support for the added MFRs. The
proposed LANTERN Service Expansion makes full use of the existing baseline of capabilities, refining them
to ensure robust operation on a larger scale, and expanding their use to a larger user community.
Accordingly, under this Contract Change Note CCN050, the Parties agree to add a new category of service
called “LANTERN Service Expansion” and to make the necessary changes to the Contract, as negotiated and
agreed, for additional MFR units, additional central services, development, integration, test, installation,
operational support and maintenance to support the LANTERN Service Expansion for three (3) years.
The Authority and the Contractor have negotiated this mutually acceptable Contract Change Notice to
achieve these changes.
This CCN050 may be executed in several counterparts or duplicates, each of which shall be deemed to be an
original but all of which taken together shall constitute one single agreement between the Parties.

signature date of this CCN050. Except as expressly amended hereby, the terms of the Contract shall continue
to operate with full force and effect. The period of performance shall extend for three (3) years from date of
contract signature.
Changes to Schedule C (Definitions)
The Parties agree to replace the existing Schedule C (Definitions) with an updated Schedule C, a copy of
which is attached hereto.
Changes to Schedule E (Pricing)
The Parties agree to replace the existing Schedule E (Pricing) with an updated Schedule E, a copy of which
is attached hereto.
Changes to Schedule H (Acceptance Procedure)
The Parties agree to replace the existing Schedule H (Acceptance Procedure) with an updated Schedule H, a
copy of which is attached hereto.
Changes to Schedule O (Documentation Requirements)
The Parties agree that as part of the IDENT1 Services for UKvisas, the Contractor shall deliver the
Deliverable Documents as set out in the new Annex O-3, a copy of which is attached hereto.
The Parties further agree that the Deliverable Documents set out in the new Annex O-3 shall be delivered as a
separate document of be incorporated into existing Deliverable Documents, as appropriate and agreed by the
Parties.
Changes to Schedule S (Software, IPR and Third Party Contracts)
The Parties agree to replace the existing Schedule S (Software, IPR and Third Party Contracts) with an
updated Schedule S, a copy of which is attached hereto.
Changes to Schedule V (Authority’s Responsibilities)
The Parties agree to replace the existing Schedule V (Authority’s Responsibilities) with an updated
Schedule V, a copy of which is attached hereto.
Part B: Evaluation
Other Relevant Information:
For the purposes of pricing this LANTERN Service Expansion, the following assumptions and conditions
apply. Any changes to these assumptions and conditions will be subject to a modification by CCN
incorporated through Schedule L (Change Control Procedure).
1. The baseline design for this CCN has been developed as agreed in accordance with the LANTERN Pilot
Phase 2 (CCN009) Critical Design Review. Any changes to that design will be presented at the
Incremental CDR. New requirements or added functionality is not provided.
2. Extensions beyond the period of performance and technical refresh of MFRs will be provided through the
change control process upon the Authority’s request.
3. The operational and performance characteristics of this capability have been defined and agreed in the
LANTERN Concept of Operations (CONOPS).
4. The MFR will only accept index fingers for searching. Alternate fingers will not be tested.

5. LANTERN will search the Unified National Collection.
6. The Central search capacity to be provided is proportional to the number of MFRs procured. The ratio is
the figure determined from pilot operation and documented in the LANTERN Performance and
Scalability Report (CCN014R2-20.2-1.0). This proposal caps the searching capacity per hour at 335
searches per hour for each 500 units deployed. This is consistent with the usage patterns in the
LANTERN pilot as detailed in the Performance and Scalability Report. Search capacity beyond the DOR
database size or the rate specified herein can be added to the contract through the Change Control process
in accordance with Schedule L (Change Control).
7. LANTERN searches will be based on non-verified search architecture.
8. LANTERN will use dedicated KBMs separate from other IDENT1 services.
9. The proposed LANTERN Service Expansion is not subject to Schedule F (Service Level Requirements
(SLR)). Faults will be resolved as soon as possible after notification to the IDENT1 Service Desk.
Northrop Grumman’s target is to resolve faults within twenty-four (24) hours.
10. Schedule O (Documentation Requirements) document reviews shall be handled on an exception basis
where the documents shall be considered “Fit for Purpose” with approval to proceed unless written notice
is received by Northrop Grumman not later than ten (10) working days following receipt of the document
by the Authority.
11. The commencement date and subsequent deployment schedule will move out accordingly as of the date
of Authority acceptance of this CCN.
Part C: Authority to Proceed
Implementation of this CCN as detailed in Part A and Part B is authorised by AUTHORITY and
CONTRACTOR.
