Notes:
1. The methodology used to calculate location data for CPS 06 has been revised to incorporate data by Local Authority since
October 2006. The best fitting Local Authority for every MoD site has been determined. As Local Authorities nest within
Government Office Regions (GORs), it was found that some sites should be classified in a different GOR than they have been
previously assigned for the CPS 06 standard publication prior to October 2006. A backseries of this methodology is not available
for the period prior to October 2006.
2. Personnel have been best fitted to a Local Authority by determining a postcode for the location in which they work. Locations
for individuals are recorded on HRMS. Postcodes for each location were determined using the HRMS address database and the
ROSS UIN address database. Up to date postcode to Local Authority lookups are available from the Office for National
Statistics and these were used to assign each site postcode (and therefore the civilians recorded as working there) to a Local
Authority. Caveats include being aware of potential sources of error such as: incorrect recording of location on HRMS by
individuals and error in determining the best fit postcode for a location - e.g. uncertainty over whether it's the postcode of the site
or a post office box elsewhere, and more than one site having the same postcode even though they're actually in different
locations (as is the case in Bath). Even incorrect postcodes are likely to be nearby, but could still result in a postcode that is in a
different Local Authority to the site itself.
3. All strengths at the Local Authority level have been rounded to the nearest 10, and strengths of less than 20 have been
replaced by ~. These procedures protect confidentiality and reflect the accuracy of the figures - i.e. they are estimates. For
presentational purposes, Local Authorities with zero strength are not included in the tables which are therefore not a complete list
of all LAs in the UK.
