Dear Mr Osborne

Thank you for your attached request.

The Borough Council transferred it's housing stock to a Registered
Social Landlord in April 2006.

I would, therefore advise you to contact Freebridge Community Housing,
via the attached link:

I would take this opportunity to point out that, at present, Registered
Social Landlords are not currently covered by the Freedom of Information
Act.

Dear Richard Mann,

Thanks for your reply. I would like to amend my original request,
still under the FOI rules & guidance.

In terms of housing benefit how many homes (numerically &
percentage) that have 3/4 bedrooms homes are in receipt of a 25%
reduction in Council Tax benefit (administered by Borough Council
of King's Lynn & West Norfolk)indicating that they have a single
adult occupant as determined by the The Social Security
Contributions and Benefits Act of 1992.

I also thank you for your advice that a
Registered Social Landlord is not currently covered by the Freedom
of Information. Could you please explain what relevance that has
with my original request to yourselves?

Dear Mr Osborne

I will reply as soon as possible with regards to your amended request.

The relevance of Registered Social Landlords not being subject to the
FOI Act is that if you had gone on to ask your original request, under
the Act, of Freebridge, they may have declined saying that they were not
subject to the Act.

Your original request asked for details of "your 3 & 4 bedroom
properties". Since April 2006, we do not have any since ownership of all
our housing stock was transferred as advised. They are not managed on
our behalf - Freebridge Community Housing has sole responsibility.

Dear Mr Osborne

Please accept my apologies for the delay in replying.

We cannot provide the information based on the number of bedrooms. This
is because we only hold this information for our private rented sector
tenants receiving Housing Benefit.

If a person is in the social rented sector, or receives Council Tax
Benefit only (e.g. if they are an owner occupier) we do not record the
number of bedrooms at the property.

Because only 32% of our Housing Benefit claimants are private tenants,
any figure just based on these would not give an accurate reflection of
the overall picture.
