Dear Mr Wingfield,
Thank you for your e-mails of 10 March 2010 and 14 April 2010 requesting information about how much public money Manchester has received for its transport infrastructure in the last 10 years compared to that received by Liverpool. I apologise for the delay in responding.
Requests for information are processed according to 3 Statutory Rights of Access regimes, briefly explained below:
Data Protection Act 1998 enables you to access information held about you (for example your own education, medical records, credit reference files, personnel file etc.)
Environmental Information Regulations 2004 enable you to access environmental information relating to air, water, land, natural sites, flora and fauna, the built environment, the food chain and health. It also covers information relating to decisions or activities affecting, or likely to affect any of these.
Freedom of Information Act 2000 gives you the general right of access to all other types of information held by a public authority.
Your request has been considered under the Freedom of Information Act 2000.
I am writing to advise you that I am unable to provide you with the information you asked for as this Office does not hold it. The Department of Transport provides funding to local transport authorities in England to help them develop their local transport services and improve and maintain their infrastructure. The funding is issued in a number of ways, from needs-based allocations to bid-based grants.

Most DfT funding is provided as `capital', typically for the provision and maintenance of infrastructure such as road improvements, although some funding is provided as `revenue' for the ongoing provision of services, including buses. Some funding is a mixture of revenue and capital and a number of funding streams are now distributed through the Department for Communities and Local Government
Government Office aims to be as helpful as possible in the way it deals with requests for information under the Freedom of Information Act 2000 and the Environmental Information Regulations 2004. If, however, you are not satisfied with the way in which your request has been handled or the outcome, you may appeal by requesting an internal review within two calendar months of the date of this letter. Information about Government Office review procedures and how to apply for an internal review of your case is contained in the enclosed leaflet. This also explains your right to apply directly to the Information Commissioner (ICO) for a decision in the event that you remain dissatisfied following the authority's review. Generally, the ICO cannot make a decision unless you have exhausted the internal review procedure described in the leaflet.
