Apologies for the delay in responding to you on this; as I mentioned, I was out of the office yesterday. I've now spoken with our programme team to get a grasp on this issue. They have come back with the following:
As you'll be aware, last year we set aside a sum of money for security costs, arising from duty of care. However that figure was only for last financial year. Going forward, the programme team tell me that security mitigation costs would have to be part of project budgets as an integral cost of carrying out this project. The original project bid submitted by XXX included security estimates for work in Pakistan, Syria and elsewhere. It was agreed that any additional funding would have to be bid for separately.
Since the original bid was approved the funding position has changed. Given the huge pressure on our money and the fierce competition for other projects requiring funding, projects facing duty of care costs in Pakistan now have to manage within existing budgets. This, of course, might mean some scaling back of activities, which would be factored in when it comes to evaluation.
Having said this, I suggest the next step is to agree the revised programme of follow-up work in Pakistan which focuses on work which requires less security mitigation (ie utlising students to act as 'agents' for change with campuses) and do less of the security-heavy work such as further tours. XXX remains the lead on this from our end and has discussed several of your ideas with XXX about how to do this on future Pakistan work. XXX and I will be kept closely in the loop as these plans develop.
I am sorry for what might be disappointing news but I'm confident that we can work around this and still deliver a high-quality project which meets its objectives.

I hope you are well? Sorry to bring you bad news Habib. XXX has informed me that he spoke with XXX recently on NAP. Our agreement had been that the NAP budget would fund our initiatives, and that security would be covered externally under a separate budget by the FCO.
Apparently, XXX said that there are now no more funds to pay for security, and that we will now have to use the NAP funds to pay for it. This will mean a huge reduction in our NAP commitments and a significant cut back on absolutely everything we are doing. This will be a huge shame and a set-back for work we had already committed to due to the nod from XXX and XXX in our last meeting. His reason was that he FCO pot for such initiatives has run out of money for this year?
Any clarification habib? This puts us in a real pickle...

I'll be watching most of the sessions live online for possible ideas that we can incorporate for our social movement in Pakistan. We thought it would be useful for people at the FCO to be aware of this initiative as it would definitely be something worth replicating here. Every year millions of people in Europe stand together on Remembrance Sunday to remember all those who have been killed in conflict — both military and civilian. Those of all faiths and of none are remembered and their sacrifices honoured.
The event particularly commemorates the First and Second World Wars, in which hundreds of thousands of Muslims fought, as part of the British Armed Forces, to defeat European and Japanese fascism.
We would like to call on all mosques to remind their congregations this Friday of the importance of this day and to ask them to join other British people in marking this Remembrance Sunday (8 November). Muslims in Britain should be proud to participate in commemorating our shared history.
This is a wonderful opportunity for British Muslims to demonstrate our gratitude to our national and religious forebears, and to the sacrifices they made. Your local church, interfaith group or council will have further information about Remembrance Sunday events.

Completely understandable and I will do all that I can to get these firmed up as soon as I can.
I am looking to do the YPFP roundtable on Thursday Sept. 10 at 530-630 pm and walk down to the residence for the iftar, if that doesnt work then we will do it wednesday evening. The congressional iftar is the evening of Wed. Sept. 9, waiting on the start time.
CMSA will be on Friday, sept. 11 with Jummah Prayer at 1400 and the group meeting directly afterwards.
State department is not yet confirmed because I only talked to them yesterday and its dependent on XXX schedule and the others they will get around a table for us at State. I am supposed to be hearing from her office and our desk officer today but I will push her office again later today but that will probably be either the morning/afternoon of wed/thur.
As soon as I know more, I will let you know.

I viewed some of the videos! and I would just like to say that I believe sincerely that the work Quilliam have undertaken is much needed in Britain as we see events unfold in Birmingham and Harrow!
The noble ideals of taking this to Pakistan are timely and commendable! It is actually heart rendering and powerful the way both XXX and XXX have come across. These faces show men who have been on both sides with a vast array of experience but I would imagine mental agony and torment within after dedicating their lives to something and realizing it was political for someone's ends! That must be so hard.
I wish the whole team success in each and every difficult road they have taken with conviction. Make no mistake the aim of this group are vital to diff axis be it Islam in the UK, Pakistani communities, other sub Continent Asian coms, and Fostering better Race Relations..
If the media listen to you more, society will then begin to piece the puzzle together on all sides..
I wish you all the very best, keep your head up. You may get called many insults and names, but this country needs you and what you say!

This decision was taken as a result of an internal review of staff workloads and resources available. XXX will now concentrate on other work, but will still be involved in the NAP project whilst we conduct a handover.

XXX: We do not have a date yet for submission of bids for the February board. In answer to your question, I can confirm that there should be no problem with Quilliam skipping the November board and submitting a bid for consideration in February. Caveat being that we cannot guarantee funding of any projects as our budget for next year is not known, however, bids that are building on existing successful projects stand a better chance of securing funding.

We spoke on the phone. This is to confirm that I am still awaiting confirmation from our Programme Office of the exact bidding deadline for Quilliam's project bid. As I mentioned earlier, we've been told that the Board will meet on two occasions to agree funding for the next financial year: once in November and once in February (2010).

Thank you for raising your concerns about the draft service order for the upcoming tour to Pakistan, which I have considered carefully. We have taken your points on board, liaised with GardaWorld and spoken to our Legal Advisers on the issue.
We are fully aware that you take security issues seriously. In the same spirit, we also take the security of our project implementers in Pakistan very seriously and want to be confident that we are doing all that we should to discharge our legal and moral obligations to them. As you know the service which GardaWorld provides is intended to help us do that.
The specifics of the service are based on legal advice about the nature of our obligations and security considerations stemming from potential threats to our implementers in Pakistan. Unfortunately these considerations make certain aspects of the service non-negotiable for anyone seeking FCO funding to implement a project. In particular, contracts with implementers makes it clear, that they must adhere to GardaWorld's advice, including the necessity of having a Security Advisor present.
But we appreciate your worry about the cost of the service and your point about Quilliam's financial constraints will, I hope, be noted by GardaWorld. You will therefore be pleased to know that GardaWorld has indicated that the costs in the draft service order are not final and I hope that there is some room for negotiation over the detail. I will leave that to yourselves and GardaWorld to come to an agreement on.
We would be more than happy to meet with you to discuss this further. Let me know if you would like me to set this in motion; I am out of the office next week but available any time after 26 October.
I hope this helps to set-out the FCO's legal position. XXX will pick-up emails on this matter in my absence, so please do copy him in to all correspondence.

Hi. An update. I am awaiting comments from XXX overnight. I will provide a steer on both your Message Plan and the proposed tour tomorrow. I hope this is ok.
We should also set up a meeting to discuss finalising the Evaluation process. This is something XXX mentioned to me before she was sick. I propose that we have a meeting here including i-to-i, XXX, myself, you and XXX to map out the way forward clearly. Your Message Delivery Plan will provide the core messages you will be disseminating through the various 'channels'. It is the pentration and dissemination of these messages within student populations which will be the focus of any evaluation. Our Programme team are pushing very hard for all projects to have (a) independent evaluation, and (b) a assessment impact on the target audience. As they will decide on future funding in February, it is important that we get this in place asap so that we have independent evidence the project is working.

I've checked our policy on using our overseas post system and it is only for FCO officers (with some quite strict rules). We were able to send your parcel to Washington as a gesture of goodwill but I don't think we could do this again. I'm reluctant to therefore use this service to send over copies of your report to Pakistan. I'm very sorry about this.
We're chasing with the US on the status of the Pakistan reports; I appreciate it's now a very urgent matter!

It's quite important that XXX is able to collect them tomorrow morning before his roundtable at the Middle East Institute as this is a public event and has been cited as the `official' launch of the report. As you can imagine, it will be quite embarrassing if he has no copies of the report to hand out!

National Conference on Peace Building & Women Leadership Development in Campuses 3-5th March 09
I attended the above-mentioned conference on 4th March 09 at PC Burbhon, arranged by BARGAD and supported by the Quilliam Foundation.
The participants of the conference included Vice Chancellors and senior faculty members from Pakistani universities and higher education institutions.
Quilliam Presentation.
Mr XXX, director of Quilliam foundation narrated his testimony that how he was a prominent activist of Hizb ut-Tahirr in UK, Denmark, Egypt and in Pakistan. In 2002, he was arrested in Egypt and sentenced to five years of imprisonment.
During his imprisonment, Amnesty international made him a prisoner of conscience.
He explained some of the strategies that the extremist organisations use and how they are recruiting the youth. And these are not just the foot soldiers that come from the lower class but well educated and professionals especially in Europe and even in Pakistan. Although the factor for joining these organisations by youth would be different ranging from belief on a certain ideology or Iraq's invasion perpetuating from clash of civilisation. How the extremists use the various grievances and combine it with a certain ideology.
It was quite an eye opener for these educationists who after this session were now able to understand that a sudden increase of girls wearing Hajab in their universities was not quite a cultural thing but could be a indicator of increase in radicalisation.
The vice chancellors discussed on different aspects of radicalisation on campuses in the light of XXX talk and most of them invited him to come and talk to their students on the campus. The vice chancellors decided that serious counter extremism work and research needs to be done and some of them offered their universities to carry out the research.
Consultation on Student Unions.
A consultation was also conducted with reference to whether the student unions should be allowed on campus or not. Majorities of the vice chancellors were of the opinion that there should be student unions in the educational institutions and since they had been banned for the past few years this has created a vacuum to produce student leaders which could be groomed to become future leaders.
Most of the vice chancellors had reservations against allowing students but there was also the realisation that the present government has lifted the ban on student unions and it was just a matter of time when they will be expected to implement this at their institutions.
There was a consensus that if student unions would be allowed the political parties should not be able to intervene in their campus activities, as this has been the cause of political and physical violence observed before the ban.
The next day there was a planning session in which the vice chancellors would come up with recommendation on how they would want the student unions to operate. In the next step BARGAD will be holding a consultation of political parties and these recommendations will be discussed with them.
I have asked BARGAD for details of all the sessions, I will share that in due course of time.
