I am writing to confirm that the Foreign and Commonwealth Office (FCO) has completed its search for the information which you requested on 13 October 2009. You requested the following information:

How much did the Change Unit cost in financial year 2008-9 to run?

I can confirm that the FCO does hold information relevant to your request.

The total cost of the FCO Change Unit in 2008/9 was £1,053,090. This consisted of staff costs of £440,000 and programme spending of £613,090.

The programme spending included items which were undertaken on behalf of the wider FCO:

For example: A fee to the Cabinet Office for a Capability Review of the FCO; refurbishment of a central meeting room in the Old Admiralty building; the FCO Jam - an IT supported communications event.

Furthermore the programme spending included that of the Instant Change Fund - a fund to which staff could bid to carry out change related activity in their part of the office when money was not available from local funds.

If you are unhappy with the way your request has been handled, you may ask for an internal review. You should contact the Information Rights Team ([FCO request email]) within 40 working days from the date of our response.

If you are not content with the outcome of the internal review, you have the right to apply directly to the Information Commissioner's Office (ICO) for a decision. Generally, the ICO cannot make a decision unless you have exhausted the complaints procedure provided by the FCO.
