Dear Mr Boucher
Freedom of information request: 4911(0)
We write further to your email of 23 March 2010 requesting an internal review of the
decision not to supply the information you have requested. This decision was taken on 10
March 2010.
We have considered your appeal against the response to your original Freedom of
Information Act request number 4911 received on 5 March 2010. Your appeal has been
dealt with in accordance with our appeal procedure and the matter fully considered.
The information that you originally requested was:
“The information I require for each school is School Name; Supplier name and total amount

I would like the information to cover the year 2008/9. I will accept 2007/8 figures if this is
not possible.
You note:
I would like the information in electronic format. This should avoid any printing cost issues.
In Order to avoid your having to collate information from peripheral systems, I am willing to
accept information only from your main system (I would like you to advise which system
this is). By main system I mean the system that handles the largest part of the
department’s expenditure. If supplier payments are made through separate systems, then I
would like you to choose the main system for each.
We have decided the information not released to you should be released. The information
released to you is in relation to year 2008/9, however, it is not as full as you have
requested. You will note that we have not listed the supplier names, that is because the

Local Authority does not request this information from schools and it is not an expectation
that the schools will provide such information. We have however, provided a figure for each
school in relation to the expenditure for temporary staffing cover.
We can also advise you that this information is collated by each school from their own
computerised system and sent to the Local Authority. We have therefore extracted this
information from our own records.
Please accept our apologies for any inconvenience occasioned in the delay in providing
this decision to you. We are sorry that the previous decision was wrong due to the author
being misinformed as to whether or not the Local Authority held the information you
requested.
If you are not satisfied with the outcome of your appeal you may apply directly to the
Information Commissioner for a decision. Generally, the Information Commissioner cannot
make a decision unless you have first exhausted our internal appeal procedure. You
should contact him within 2 months of this outcome to your internal appeal. You may
