APPLICATION UNDER THE FREEDOM OF INFORMATION ACT (FOI)

I refer to your request for information identified in the appendix to this letter.

By this letter, I reply under the terms of the Freedom of Information Act 2000 (FOIA).

The regulations coming out of section 12(4) FOIA provide that, in prescribed circumstances, a public authority may aggregate requests for the purposes of the cost of compliance where two or more requests are made by:-

The requests listed in the appendix fulfil all of those criteria and consequently are being aggregated by HMRC. Section 12 FOI makes provision for public authorities to refuse requests for information where the cost of dealing with them would exceed the appropriate limit, which for central government is set at £600. This represents the estimated cost of one person spending 3½ working days in determining whether the department holds the information, locating, retrieving and extracting the information.

We estimate that it will take us in excess of 3½ working days to determine appropriate material and locate, retrieve and extract the information in reference to your requests. Therefore, your request will not be processed further.

You may wish to refine your request by narrowing its scope by being more specific about what information you particularly wish to obtain, including any dates or period of time relevant to the information required.

If you are not happy with this reply you may request a review by writing to HMRC FOI Team, Room 1C/25, 100 Parliament Street London SWIA 2BQ. You must request a review within 2 months of the date of this letter. It would assist our review if you set out which aspects of the reply concern you and why you are dissatisfied.

If you are not content with the outcome of the internal review, you have the right to apply directly to the Information Commissioner for a decision. Thank you for your reply to my request for the suppliers of the databases used to store government income. It seems my understanding of the system is incorrect, and there isn't a database for each tax type but rather a more complex system of databases. It would be very useful if you could describe in more detail the system used to store tax information -- for example:

  - could you describe the systems used for storing and processing income tax?

- could you describe the system for National Insurance

I'm told that for each tax dealt with by HM Revenue and Customs there is a different database for managing the data involved with that tax. I would like to request the database schema of the income tax database software for the income tax dealt with by HM Revenue and Customs.
