I am writing in response to your request for information below (ref 2952). This response contains your
personal information which is why it has been sent to your personal email address rather than via the What
Do They Know site. If you do not object to the personal information contained in this email being available on
the internet, please inform us and we will post this response on the site.
As you are aware, you have made at least 247 freedom of information/environmental information requests on
the theme of the planned construction of the new school at Harcourt Street over the past five years. Due to
the nature of your continued requests, all your correspondence is being directed to a single point of contact,
as you have previously been informed.
Stockport Council is committed to investing in our children’s future by making long term and lasting
improvements to primary schools in the borough to provide even better learning facilities for children and local
communities for many years to come.
We continue to make progress on developing the high-quality flagship school on the Harcourt Street site in
North Reddish. We know how important it is that North Reddish children are provided with the best education
possible and we are developing a school equipped for 21st century teaching and learning. The new school will
undoubtedly provide a wide range of extended facilities for the pupils, their parents and the community.
In April 2006 Greater Manchester Geological Unit (now Urban Vision Partnership Ltd) issued a Ground
Investigation report based on current guidelines at that time. We have recently received a revised version of
this report which incorporates the most current guidance and best practice. Stockport Council fully accepts the
new guidance for a site wide cover system. This is in line with our commitment to provide a high quality new
school for the children of North Reddish.
The time scale the Council is now working towards is for the three schools to close by the end of August
2011, with the new school opening on the new site in September 2011. The new school is likely to be within a
budget of £8.5m. We are actively working with the shadow Governing Body of the schools to support the
transition to the new school.
Due to the previous nature and volume of your requests, the Council concluded that requests from you on this
theme were vexatious. This decision was upheld by the ICO by a letter dated 10th November 2009. On the
basis of past correspondence your e-mail has not been forwarded on to the Councillors in question; however
please find attached a copy of the only correspondence which was generated as a result of your original e-
mail requesting a meeting.
If you are unhappy with the way we have handled your request you are entitled to ask for an internal review.
Any internal review will be carried out by a senior member of staff who was not involved with your original
request. To ask for an internal review, contact [email address] in the first instance.
If you are unhappy with the outcome of any internal review, you are entitled to complain to the Information

Council says every approach I make to the Council must be through the FOI Officer
Dear Ms Naven
It is impossible to contact the Council any other way - no
questions are accepted in council meetings and no ordinary emails
are responded to on this subject, so there is no other way forward.
This is what I have been told to do by the Council - make all
contact via the FOI Officer and this is a FOI site. The Information
Commission has said you should answer questions but the Council is
ignoring that. If you give a response to my request by normal
email, then I am happy to post up on this site that a response has
been received and what it is. I didn't make this rule of only
contact via the FOI Officer - Stockport Council did for some
obscure reason which I think is to do with the control of what
information escapes the Council - so no ordinary council officer
accidently lets the truth slip.
If you want an actual FOI request then: May I see any documents
which deal with my request for Andrew Webb and Executive Councillor
Mark Weldon to observe for themselves the dangerous traffic
situation the Council will be causing at the proposed Harcourt
Street new school on a former toxic waste dump.
