FREEDOM OF INFORMATION REQUEST
I write in connection with your request for information dated 24 February 2010, which was received by Cumbria Constabulary on that day. I note you seek access to the following information: -
I would like to know how accurate police cameras have to be before they can convict someone of speeding, do they have to be 100% accurate? I'm talking hand held cameras or non hand held cameras.
If they don't have to be 100% accurate, what is the percentage that brings them in line percentage wise, so people can be convicted of speeding?
Are all cameras kept up to Home Office standards on a daily basis?
Do all speed cameras have to be sign posted by law that they are in process of being used?
Your request has now been considered and I can advise the following information:
HOSDB Speedmeter Handbooks contain the information regarding the required accuracy of speedmeters that meet UK type approval. Therefore this information is exempt under Section 21 (Information reasonably accessible by other means) of the Freedom of Information Act 2000. The speedmeter handbooks are published by the Home Office and I have provided the below weblinks in order to assist you:
The above publication contains all of the technical data relevant to the operation of the cameras and has details of performance thresholds etc.
Cumbria Constabulary cameras are calibrated by the manufacturer every year to ensure they comply with Home Office regulations. The equipment performs a series of self calibration checks every time it is turned on.
There has been no legal requirement for camera sites to be signposted. In April 2007 the Department of Transport gave up control of the camera projects therefore there was no longer any necessity to put any signage in place. Cumbria Constabulary has put fully compliant signs on the camera vans themselves. Therefore, in effect, the vans themselves become the sign.
