Returning Officer

West Sussex County Elections
The County Returning Officer is appointed by West Sussex County Council
The County Returning Officer will then appoint deputies across West Sussex, usually based on the District Council arrangements
Ian Sumnall was appointed Deputy County Returning Officer at the County Council Elections held on 5 May 2005 - the original is retained in the election file for that date
Parliamentary Elections
The position of Acting Returning Officer is defined in the Representation of the People Act 1983 and appointments are confirmed by statute
The latest statute is SI 2878 2007 which designates Arun as the District of which the Registration Officer will act as Returning Officer for the Bognor Regis and Littlehampton Constituency. This also defines the local Returning Officer for the neighbouring constituencies which are partly in the Arun District, currently:
Worthing West - Worthing
Arundel and South Downs - Horsham
Whoever is the Electoral Registration Officer and Returning Officer for the District shall then be the Acting Returning Officer
European Parliamentary Elections
The position of Regional Returning Officer for each of the European Regions will be confirmed by statute - Arun is covered within the South East Region. These appointments are confirmed at each election
For the 2009 elections, the Local Returning Officer for the Southampton, Test Constituency has been appointed as Regional Returning Officer (RRO) [he works from Southampton City Council]
Under the European Parliamentary Elections Regulations 2004, the RRO may give any local authority officer for a local counting area directions to discharge his functions
For 2009, the RRO has given an indication of the level of responsibility he will be directing to the Local Returning Officer (LRO) who will be the Returning Officer for the local authority area or constituency. It is likely that this responsibility will be for the whole Arun District.
