Post Meeting Note: The SEMMMS scheme design will be led from 1
design office (SMBC), with Martin Rigby, SMBC, the Design Team
Leader.
Current Position and Programme for Traffic Modelling
1.3
GMTU stated that the current model with MCC’s latest design layouts
included (as to be issued to SMBC/SW) is working with benefits to
the Airport.
1.4
Speed limits were discussed in terms of current modelling approach.
• 50mph on SMBC extension to A6
• 40mph on MCC section to Styal junction
• 70mph onto the roundabout with Poynton/Chester Road, with
step-down to 40mph at Styal Road signals

Speed limits to be confirmed by SEMMMS design team.

HF confirmed that draft LMVR submitted by Motts to DfT on 16/10/09
and cc’d to SMBC.

Motts progressing coding of Do-minimums and this requires to be

correlated with GMTU for consistent approach to Do-minimums.

Early Dec 09 for set of traffic flow forecasts from Motts for modelling 04/12/09 Motts
of SEMMMS 6 baseline – traffic flow matrices required from MVA.

MVA in liaison with SMBC and CE/CW to establish land-use changes
in determining the traffic flow matrices and associated growth factors.

MVA to issue actual 2015 and 2030 unconstrained demand matrices 27/10/09 MVA
(SEMMMS 6) to Motts / GMTU by 27/10/09.

Demand forecast outputs reflecting the change in traffic flows over 03/11/09 MVA
time periods 2015 and 2030 for Greater Manchester (re GMSPM2)
and that which affects SEMMMS to be issued by MVA 03/11/09.

MVA had issued a paper outlining the approach/methodology being
taken forward by MVA re matrices and factors – principle agreed,
however, GMTU and Motts to respond to MVA with any comment.

DN stated that no updated information received from the Airport
regarding employee/passenger nos. John Bottomley (Manchester
Airport) has not provided any indication of delivery date for updates.

GMTU to progress with current information re SEMMMS 6 and make
GMTU
further request to the Airport for related information for consideration
with SEMMMS 7.

MVA confirmed that for purposes of SEMMMS 6 / PE, any
information from the Airport is too late for growth factors and matrices
to be reconsidered with current programme. Potential though to
‘plug-in’ passenger/employee nos. information relatively quickly.

JMcM to raise issue of passage of information from the Airport to
SMBC
GMTU with John Twigg (Manchester Airport).

GMTU comments re progress of SEMMMS 7:
• Greater Manchester model simulation model extended and
network detailed/checked
• Signal data being checked through the 3 LA’s
• Bus data information received and to be considered
• Re-zoning of modelled area – excl. Airport as done
• Matrices built for provisional forecasts to assist with scheme
design and environmental work
• RSI’s are progressing (issues around Wilmslow)

GMTU considering need for additional ATC’s as issue with impact of Early

roadworks in/around Wilmslow during RSI’s. GMTU to advise/meet
with SMBC early Jan 2010 to identify additional ATC’s as required for
set-up Jan 2010 at latest.

GMTU indicated Xmas 09 for processing of latest RSI data and
expansion and matrix building then delivered ~ April 2010.
