Apologies from Jim McMahon SMBC.

Proposed Scheme Programme
2.1
TB outlined Agenda and programme. Business Case to be
submitted Feb 2010 base don SEMMMS 6. In parallel Business
Case developed with SEMMMS 7 for planning submission late
summer 2010 and on site summer/autumn 2012.
3.
Change in Legal Requirements
3.1
Noted that following meeting with SMBC planning that it is not
SMBC/
envisaged SEMMMS will go through the IPC process. SMBC to
SW
confirm.
4.0
Planning Strategy
4.1
ES to be developed for submission on basis of breakpoints with the 3
no. local authority boundaries.
4.2
Mouchel to submit list of required contacts within SMBC for
Mouch/
information required. SMBC to create list of contacts within SMBC;
SMBC
CE and MCC to develop responses and SMBC would coordinate
these responses back to Mouchel.
5.0
Responsibilities (e.g. Public Consultation)
5.1
Public consultation will be managed by SMBC with Counter Context
providing support re exhibitions etc.
5.2
Mouchel to update historic information with that undertaken by
Mouch/
SMBC/Counter Context post writing up of previous information.

Agreed Assessment Methodologies
6.1
Scoping report to be delivered by mid-November – Mouchel will state 16/10/9 Mouch
that working to DMRB.
6.2
Any changes in scope from that submitted mid-Nov as a result of
design modifications etc. would be documented and justified in ES.

Mitigation Measures
8.1
Mouchel stated that principles will be the same as documented
previously and will be updated accordingly with revised design and
legislation.
9.0
Environmental Master Plan
9.1
Mouchel to utilise the current plans in their possession for
SW
progressing Scoping (Design Freeze 4A) for master plan. Mouchel
to be provided with latest design freeze to incorporate into EIA as
soon as available from SMBC/CE/MCC (SW).
10.0
Target Cost Documents
10.1
To be provided to Mouchel once revised through BC (Atkins) and
SW
revisit of scheme cost (Corderoy).
11.0
Environmental Statement
11.1
AT to contact H Farsi (Motts) to confirm what information Motts will 19/10/9 Mouch
be able to provide and by when for Mouchel input to Business Case
Feb 2010.
11.2
MVA are doing traffic forecasting for both SEMMMS 6 and 7.
11.3
AT raised issue re cumulative (environmental) impacts for further
Mouch/
development of SEMMMS (full scheme) and other ‘pipeline’
SMBC
developments. Mouchel to agree with SMBC on extent of future
development to be considered within cumulative impacts.
11.4
Pre-application Consultation programmed for Feb 2010 (final scheme
SW
Fix) – potential delays re traffic modelling. SMBC / SW to go back to
GMTU to confirm traffic modelling programme for SEMMMS 7.
11.5
Noted that ES consulted with Feb 2010 would be different to that
submitted summer 2010 with planning application – Mouchel would
require to document changes and reasoning/justification. Mouchel
still to produce documents with referencing/split between the 3 no.
local authorities.

SS noted that GMTU are investigating the complimentary measures.

IPC opened 01/10/09 and potential for formal screening through IPC
and would then get IPC case officer assigned. SMBC to advise as
do not consider it will go through IPC route at this stage – therefore
screening anticipated to be through SMBC.

Scoping Report

Mouchel to update and re-scope previous Scoping Report and issue Mid

for comment to SMBC. Tie-in with consultation Feb 2010. Scoping Nov 09
Report to be issued mid-November post receipt/review of responses
to letter issued to consultees due for return end of October 09.
12.2
Mouchel to advise SMBC on focused list of consultees for scoping 28/10/9 Mouch
Report. SS stated that scoping report be posted on SMBC website
and SEMMMS ProjectSpace.

Mouchel to submit a revised estimate for scope of works as 26/10/9 Mouch
discussed. This is to include breakdown of costs and programming
against deliverables, including surveys; scoping Nov 2009;
