DECISION TO STOP SEMMMS 6 TRAFFIC MODEL
1.1
JM explained that further to discussions with DfT the decision had

been taken to stop work on the SEMMMS 6 traffic model. SEMMMS
7 would be progressed. JM explained that the Business Case would
not be submitted to DfT prior to election purdah. SMBC and DfT
have agreed to exchange letters pre election purdah to formalise
the discussions regarding the scheme and confirm the status of the
project at that time.
SCOPE OF WORKS RE SEMMMS 7
SEMMMS Wider Impact
1.2
Scope and detail of the model to be agreed with DfT. GMTU to
GMTU
produce a paper detailing the SEMMMS 7 approach for
consideration by DfT to confirm that it is fit for purpose. The delivery
schedule of this paper is to be included on the revised SEMMMS 7
programme. SEMMMS 7 to be fully compliant with DfT.
1.3
JM explained that based on recommendations from Counsel,
GMTU
SEMMMS 7 needs to consider the impacts of future schemes
including the potential Poynton Bypass and A6 / M60 link. GMTU to
include consideration of the wider impacts of the scheme into the
SEMMMS 7 traffic model.
1.4
SEMMMS 7 requires to be available for WebTAG requirements
Mouchel
within the Environmental Assessment. Mouchel to define WebTAG
guidance.
1.5
Discussion held over how SEMMMS 7 would input into the 11/11/09
SMBC
proposed Woodford development. SMBC to hold internal discussion
to agree approach and feedback to all.
1.6
TM raised the issue of design liaison with Metro Link. GM confirmed

that SMBC were in the process of arranging this liaison as the

design would now be delivered form 1 no. design office (SMBC)

JM explained that it has been agreed with all parties that all design

change and the current plan would be to produce a revised scheme

GMTU stated that a Design Freeze 3 (DF3) could be included into 11/11/09

confirm within the SEMMMS 7 revised programme.

Meeting scheduled between SMBC, MCC and Manchester Airport

for 24 Nov to review draft proposals for DF3 re Styal Road and
airport junctions. SMBC to feedback as appropriate.
Traffic Flow Information for Design Freeze 3
1.10
TM/PK expressed concern that Design Freeze 3 should take into 11/11/09

account the most recent traffic flows. GMTU to provide traffic flows
in a suitable format (OD matrices) to SMBC to aid design of Design
Freeze 3. GMTU to liaise with SMBC to confirm delivery and
content of information.
PROGRAMME
1.11
SW to establish the input requirements from the SEMMMS 7 model ASAP

(content and key dates) required to complete the deliverables from

other members of the Project Team. This will include feedback from

GMTU to fully revise the delivery programme for SEMMMS 7 11/11/09

following the decision to stop work on SEMMMS 6 and submit to
SMBC on basis of SEMMMS 7 only.

JM explained that every effort needs to be made to ensure that the

revised delivery schedule is robust.
COSTS
1.14
Alongside the updated SEMMMS 7 programme, GMTU to produce

a new fee proposal with monthly cost forecasts for all works. GMTU
stated that work done to date that was not already included in an
order could be included in one new order with a breakdown of
spend provided to assist cost control. A figure within this order could
also be identified to cover future client questions.
1.15
SMBC to advise GMTU as to whether fee proposal to be submitted 11/11/09

by GMTU (inclusive of surveys, MVA fees) is to be submitted as one
fee proposal or split into separate deliverables.
