Subject: Freedom of Information Request

Dear Mr Shannon

Thank you for your request for information, which was received on 15 February 2010. Your request has been processed under the terms of the Freedom of Information Act 2000. Our response is as follows: -

I would like further details on the suggestions forwarded by Salford City Council to Peel Holdings regarding the use of Brown Field Sites that could be re-generated for the latter's development plans.

I would like for these details to include:

1) Geographical location (ideally highlighted on a map ETC)

2) Area of land available for development

3) Details of who owns said land.

I can confirm that Sustainable Regeneration Directorate holds some of the information that you have requested. In particular it does not hold detailed land ownership information of all “brownfield” or previously developed land in the city, only information relating to whether known brownfield sites are in public or private ownership. Some of the information you request is also exempt under Section 21 of the Freedom of Information Act (FOIA), because the information is accessible to you, as it is already in the public domain.

The city council publishes information on potential brownfield development opportunities that is available to all landowners and developers, and has not made any specific suggestions to Peel. This information includes:

  1. The Unitary Development Plan, which allocates some sites for uses such as housing and employment (http://www.salford.gov.uk/udp.htm)

  1. The Strategic Housing Land Availability Assessment, which identifies a broad range of sites that could have the potential for residential development at some point in the future. It also includes some sites that have been surveyed, often suggested by developers, that are not considered appropriate for housing at this time. These are included in accordance with Government guidance to ensure transparency (http://www.salford.gov.uk/strategichousinglandavailabilty.htm)

  1. The National Land Use Database, information should be available from http://www.nlud.org.uk/National. According to the web site: "NLUD provides details of Previously-Developed Land and Buildings in England that may be available for development, whether vacant, derelict or still in productive use. Information on sites in NLUD is downloadable through the website. Users can view the locations via a regional map and download a complete dataset in excel format. The web site provides a comprehensive, recent and consistent record of Previously-Developed Land and Buildings in England that may be available for development, whether vacant, derelict or still in productive use".

The NLUD website does not appear to provide the latest survey data (our latest data relates to 2008, whilst the NLUD site offers 2007) or a complete set of data for Salford (only 77 sites appear in the listing).  We have therefore provided the attached report which gives details of all 241 sites within Salford. This information was submitted to NLUD as part of the 2008 return.

It should be explained that the 241 sites fall into the following categories:-

 

A - Previously developed land now vacant

B - Vacant buildings

C - Derelict land and buildings

D - Previously developed land or buildings currently in use and allocated in local plan or with planning permission

E - Previously developed land or buildings currently in use with redevelopment potential but no planning allocation or permission
