Dear «Name1»,

Re: (Section 105 Consultation of the 1985 Housing Act) communal aerial upgrade to «Block».

I am writing to advise you that Homes for Islington in partnership with BskyB is proposing to carry out a communal aerial upgrade to «Block».

As you may be aware the Government has announced that the analogue TV signal for this region will be switched off by 2012. This will mean that all televisions and aerials must be adapted to receive digital signals prior to this date.

On completion of these works you will be able to access digital and satellite channels without the need for your own dish, subject to you owning the relevant receiving equipment. On completion of these works the existing aerial system will be switched off.

As a tenant to the London Borough of Islington, your weekly rent will increase by £0.25p per week in order to cover the cost of the work carried out to the block and on-going maintenance costs. You will receive a separate letter advising the effective date of the charge once the works have been completed.

If you receive housing benefit the amount you receive will be recalculated automatically, taking into account the new charge. If you do not get housing benefit now but are on a fixed or low income, you may become eligible when your rent goes up. Contact your local Area Housing Office and ask for a housing benefit application form.

In the near future an engineer from BskyB will deliver a letter asking you to make an appointment to install the new aerial socket in your lounge. This will enable you to make arrangements that are suitable for you. The engineer should only require one half-hour visit to install the new aerial socket. There will not be a need for any major works to be carried out in your property.

There is a red card accompanying this letter and would request that you place it in the bottom corner of the lounge window close to the existing TV point. This will enable the surveyor to assess the best cable route to your property.

In accordance with leases and tenancy agreements you will be aware that permission for fitting of satellite dishes must be approved prior to installation. If you do not have permission you should apply for this retrospectively from your tenancy manager advisor.

I have attached a list of frequently asked questions that will give you more information with regards to digital TV and the announced government switchover.

An operative from Sky will require access to your property to fit a new TV connection plate and reattach your existing Sky satellite system if required. All operatives will carry identification. Please do not let any persons in your property without the correct identification.

Please do not hesitate to contact me if you require any further assistance.

Yours sincerely,
