Request under the Freedom of Information (Scotland) Act 2002
I refer to your request dated 12 February 2010 requesting that the following information be provided to you:
1. How much does Glasgow Council pay out for the services of the 3rd sector (voluntary/charities) in each year?
2. Can you give me a full list of all 3rd sector used?
3. Does the money come from just the Government grant or does some come from other sources? If so, which?
4. Can you tell me which each of the 3rd sector get individually?
5. Can I have the full total for the last 5 years?
I can confirm that the Council holds some of the information that you are requesting. The Council is treating your request as a request under the Freedom of Information (Scotland) Act 2002.
The Council has undertaken a considerable amount of work over the last year to develop a process for integrating the administration of all Council Grants. You can find a copy of the last report to Council by selecting Item 2 of the Committee papers found at the following web address:
The report shows that just over £84 million should be classified as grants in 2009/2010 and breaks this down over the various budget headings. However, the disbursement of these grants is not recorded by recipient and it is not possible therefore to determine how much is paid to the private sector, other public agencies or the 3rd sector. In addition to grant payments the Council also procures services from the 3rd sector. This is particularly relevant within Social Work Services. Once again there is no classification of expenditure by recipient and the only way to satisfy the request you have submitted would be to analyse all expenditure vouchers for the last 5 years. Clearly this would take the cost of meeting your request significantly above cost limit established by the Fees Regulations made under the Freedom of Information (Scotland) Act 2002.
The Council does not hold supplier records by a classification of private, public 3rd sector etc. It is not possible therefore to provide you with a list of all the 3rd sector used nor is it possible to say how much has been paid to individual 3rd sector bodies.
Generally speaking the net expenditure of Glasgow City Council is funded 84% government and 16% local taxes i.e. Council Tax. Unless the Council is making grant or service payments from specific government funding, all payments to the 3rd sector will be funded in these proportions.
Finally you may wish to be advised that it is intended that a report will be presented to the Executive Committee of the Council on 5 March 2010 detailing all grants payable in financial year 2010/2011. Whilst the papers are not yet been posted on the Council's website they will be available nearer the date of the meeting. Obviously this will not provide you with information about contracts between the Council and the 3rd sector but it will provide significant information regarding the disbursement of grants.
If you are dissatisfied with the way Glasgow City Council has dealt with your request you are entitled to require the Council to review its decision. Please note that for a review to take place you must:
Lodge a written requirement for a review within 40 working days of the date of this letter
Include a correspondence address and a description of the original request and the reason why you are dissatisfied

You will receive notice of the results of the review within 20 working days of receipt of your request. The notice will state the decision reached by the reviewing officer as well as details of how to appeal to the Scottish Information Commissioner if you are still dissatisfied with the Council's response. You must request an internal review by the Council before a complaint can be directed to the Scottish Information Commissioner.
