Thank you for your e-mail of 21 July. I am extremely sorry for this lengthy delay which 
has been due to administrative oversight. I can now provide the following response, 
in addition to the information we provided on 2 March in response to your original 
request for information. 
  
You asked:- 
  
Q3) How many of the people quoted on the web page work for IPS, the Home 
Office or any other government department or agency?    
 
We can confirm that eight of the nine people quoted on the website at the time either 
worked for the Identity and Passport Service (IPS), the Home Office or another 
government department or agency. 
  
You also asked:- 
  
Q4) If they do (or did) not work for IPS or another government agency, how did 
the individuals identified as 'JW, London', 'PE, Kent', 'JP, London', 'KM, 
London', 'VN, Tottenham', 'CB, London', 'MM, north London' and 'JW, Kent' 
receive an ID card *before* 8th February 2010?
 
  
You will see that that not all the individuals identified above work for IPS, the Home 
Office or another government department or agency. All identity cards were issued 
under the terms of the commencement orders in place at the time. The 
commencement orders are already in the public domain.
