What happens next? - When will I get my score and new grade? |
A |
When all evaluations are complete and have been moderated, jobs will be ranked in order depending on the score they were awarded through the job evaluation process. It is at this point that a revised pay and grading structure will be designed and agreed with Trade Unions. This job overview represents a summary of the job evaluation for your post. Details of the revised pay and grading structure will be distributed to all employees when the consultation process has been completed. You will then have a right to appeal if you disagree with your pay and grading outcome. The job overview is sent to you once all the jobs in your team have been moderated and checked for consistency. The following sections answer some of the common questions regarding the headings in your overview

Knowledge - My job requires a specific qualification but has not gone down the `Technical' or `Professional' route. Why? |
A |
The minimum `ESSENTIAL' qualification requirement to qualify for Technical is a relevant NVQ4, foundation, HNC/HND or equivalent. The minimum `ESSENTIAL' requirement to qualify for Professional is a relevant degree or equivalent.

Knowledge - I think I require a detailed knowledge of legislation but my overview states an outline knowledge. Why? |
A |
An “outline understanding” means needing to know that the legislation exists and its purpose and application to the jobholder's area of work. “detailed understanding” means knowing how to interpret and implement relevant legislation, where there is a specific responsibility for this as part of the job role. Examples would include posts with a significant responsibility for Policy Development i.e. stated on Job Description as “essential” or on Questionnaire.

Knowledge - What is meant by `relevant concepts and principles' and what would qualify for `advanced knowledge'? |

To have a detailed knowledge of relevant concepts and principles the jobholder would be required to have knowledge of the theoretical basis of the specialist area obtained via formal off the job study to degree level or equivalent. Advanced knowledge would be obtained via post-graduate study or equivalent.

Knowledge - What is the difference between desirable and essential for spelling, punctuation and grammar? |

To justify the YES essential the jobholder MUST compose work themselves and no-one proof reads their work prior to sending out this communication. Desirable would include copy and audio typing where the work would be checked by a third party.

Only those posts that have a driving licence (or access to means of mobility support) as an essential requirement in the person specification may claim driving skills within this factor. These should be jobs where driving is frequently required and may involve transporting people/clients and/or equipment/tools.

Initiative and Independence - What is the definition of instructions? |

Instructions can either be written or verbal either daily or on a standing basis e.g. the jobholders main task(s) are subject to instructions which set out not only what is to be done but also how.

Mental Demands - What are the definitions for the different types of mental attention? |
A |
“General” mental attention is that which any jobholder has to apply; such as when reading work instructions, completing work-recording documents, etc. “Enhanced” mental attention would include the checking of documents (other peoples) for completeness or correctness (including checking simple arithmetic), carrying out calculations, etc. E.g. budget monitoring, processing invoices, accounts, benefits claims, payroll, etc. “Concentrated” mental attention is required, for example, when carrying out complex calculations or other equivalent work with figures, report writing requiring the ordering of facts (e.g. Committee reports), preparing a formal presentation, creating or interpreting complex documents (including technical drawings).

Mental Demands - What are conflicting demands? |

These refer to situations where the jobholder is faced with having more than one task placed upon them or having to deal with more than one person at the same time. The jobholder must decide how best to deal with these multiple demands and not simply refer them to a supervisor/manager. `regularly' means at least once per day, or more often than this.

Mental Demands - What are unavoidable interruptions? |

Unavoidable interruptions entail a disruption to normal work. They would detract from the main activity and generally require time to deal with. Telephone calls and visitors requiring assistance/making enquiries are not unavoidable interruptions in this context, these would be classes as conflicting demands.

Emotional Demands - What is counted as an emotional demand within this factor? |

Being “involved” means more than having a relatively straightforward contact with someone who is disadvantaged and have a requirement to know the personal circumstances surrounding the client/case. For example, giving directions on where to go for assistance or carrying out building maintenance for an infirm tenant do NOT count as being involved, even if the employee might be upset by the individual's plight or circumstance. Verbal/physical abuse or other unpleasant conditions received or encountered as a part of the job will be covered under Working Conditions rather than Emotional Demands.

Emotional Demands - What are Service Users? |

Service users are defined as being regular clients. The post holder will have a direct involvement with people, and will not be acting as only a referral point. It MUST be in relation to formal working arrangements with those people and the people must be reliant on the services of the Council for their care and welfare.

Emotional Demands - What is “relevant subject matter”? |

Exposure to an emotional demand where the jobholder is required to deal with distressing, disturbing subject matter, for example, attending, minuting and typing notes from child protection case conferences.

“Statutory Regulations” are those, and only those, for which the Authority is the implementation or enforcement agents - e.g. planning and building control, registration of private homes for the elderly and childminders, trading standards and environmental health regulations. Managers carrying out their role in accordance with Health and Safety or Hygiene regulations are COMPLYING with, not IMPLEMENTING nor ENFORCING regulations.

Discretionary authority is the budget after on costs (salary, building costs etc) have been deducted.

A “wide and high value” range also includes high value items such as large and complex plant and machinery, large kitchen complexes, etc.

A “moderate” range would be the complete range of supplies or stocks which are of the same type, e.g. office stationary for the whole Authority or food supplies for all Authority schools. A “wide” range would be a number of different types of supplies and stocks, e.g. vehicle parts and horticultural machinery and products; all highways maintenance equipment and plant; all office stationery and furniture. A “wide and high value” range would be a number of different types of supplies and stocks, e.g. the food and kitchen equipment AND schools supplies for all the Authority's schools; ALL the Authority's vehicles, plant and machinery or ALL office equipment and IT requirements.
