Thank you for your request for information that was logged on 29 January 2010. You have requested the following information:
Re. Proposed plan to charge for parking until midnight. Please tell me what investigation/survey was carried out to realise the congestion calming benefits of the proposed scheme, and please provide me with a copy of said report/investigation/survey.
If no such report/investigation/survey has been carried out, please explain to me why council officers worked out EXACTLY how much money could be raised by charging vehicles to park until midnight/raising parking charges above the rate of inflation, rather than investigating the potential congestion calming benefits.
In view of your request, I can advise you of the following:
In relation to both aspects of your request. The City Council's `Parking Policy Options for 2010/11' report was presented and discussed at a Cabinet Meeting on 18 January 2010. The report provided an analysis of what are currently only options for future parking policy in Westminster, proposed to tackle increasing pressures on the City's roads and kerbside space.
The aim of the report was to obtain an `in principle' steer from Cabinet on the recommended policies for the purposes of future reports to the Cabinet Member for City Management. The report recommended that the Cabinet note the policy direction outlined and give `in principle' approval of six options for further development.
The report did not seek decisions that could be implemented straight away. Any future implementation of the options outlined in the report will first be subject to the consideration and scrutiny of evidence and data, full consultation and Cabinet Member sign-off. Any future Cabinet decisions on this matter will be made in a manner totally transparent and open to scrutiny.

No individual survey, investigation or report, was carried out specifically for the purpose of the aforementioned Cabinet Report. I am, therefore, unable to provide a copy of the requested document in accordance with Section 1 (4) of the FOI Act 2000.
