This data could be sent by email and in a format that is easy and more suitable to the council e.g. Xls (Spreadsheet). No information relating to Owners Name is required and therefore does not infringe on Public Personal data. Great care has been taken to simplify this request with the minimal information required so to comply with Act and to minimise council time. Example Data in Xls . There are 52 council homes empty. We do not hold information on empty properties for Housing Associations, you would have to contact the respective Housing Associations in the borough for this information. 3. Again you will have to contact the respective Housing Associations for information on their empty properties. 4. Following on from a conversation that you had with my colleague Isabella Uzodike I believe that this company gives training for drivers. Our Public Realm Manager and Special Needs Transport Manager have no records of ever using these companies. I also checked with our accounts payable team but unfortunately they can only go back as far as 2006 but there is no record of this company on their system. I make this request under the Freedom of Information Act 2000. Specifically, I would like answers to the following questions: 1) How many residents did you place into a care home on a permanent basis during the financial year 2008-9? 2) How many of those people owned a property that would not have fallen under the mandatory disregards? (In other words, how many could have been in the position where their homes may have needed to be sold to cover the cost of their care?) 3) In how many cases in the 2008-9 financial year did the authority use its discretionary powers to disregard the value of a person's home when deciding on the charge they should pay for their care? 4) How many requests were made for discretion to be made in relation to question 3? 5) Does your council offer a deferred-payment scheme to allow individuals placed into permanent care not to have to sell their homes to pay for the cost of that care until after their death? 6) If so, in how many cases in the 2008-9 financial year did the authority make a new deferred payment agreement? 7) How many requests were made to enter into a deferred agreement as detailed in question 5 during the financial year 2008-9? 8) If your council offers deferred-payment contracts, how do you promote their availability (please give specific examples)? 9) If your authority does not offer a deferred-payment agreements, why not? 10) If your council has deferred-payment contracts with residents in permanent care, what was the total cost to the council of those contracts in the financial year 2008-9, and how many residents receiving long-term care does that figure relate to? 3001Peter SinghSocial care adults Resource Allocation Process03-02-2010Supplied15-01-2010What questions are asked when a potential service user is assessed under your Resource allocation process (RAS)? How are the points then allocated to each question? How are these converted into an indicative budget? Are there different RAS schedules for different groups of people and if so what are they and how does the allocation differ and why?As you know Self Directed Support is a way of supporting people with Social Care needs in the community. In Harrow the provision for social care support is based on Fair Access to Care Service criteria, supporting those service users whose needs are assessed as either critical and/or substantial. A supported assessment of service users needs is carried out. This assessment includes a range of questions and if the need of a service users is identified as critical or substantial appropriate levels of support are agreed to meet these needs. Harrow¿s points based resource allocation system (RAS) is used to work out an indicative budget which is communicated to the service user in writing. Each RAS point is worth £138 currently but this is being reviewed. Points are allocated under each domain. Harrow uses the same RAS for all adult community care service users group i.e. Older People, Learning Disability and Physical Disability. Currently mental health service users are currently not included in the Self Directed Support Team process however plans to include mental health users are in process. 4

Schools have been preparing themselves for a reduction in the number of teachers in the Primary Sector and an increase of teachers in the Secondary Sector. Value of contract; for the current provision of the following data and telecommunications services to primary and secondary schools and any other educational establishments which your authority has responsibility for: a) Wide Area Network(s) b) Broadband/Ethernet networks c) Internet Service Provision d) Web/Data Hosting and management e) Video-conferencing Finally, I would also like knowledge of your authoritys buying process for these services. For example, do you use procurement routes including as framework agreements such as Buying Solutions Catalist, Regional Grids for Learning or other public service networks? 1. Name of Supplier: The London Grid for Learning Trust (LGfL) 2. Duration of Contracts: The Council let a contract to LGfL in 2001 for a minimum term of 3 years, with no stated termination date. 3. Expiry date of contracts: This contract may be terminated by either party serving notice to do so. 4. Value of Contract: This contract is by intention widely cast to enable the ongoing draw down of an evolving portfolio of broadband and related services for schools, procured on an aggregated basis, from and through the LGfL. Please include the cost and number of Criminal Records Bureau (CRB) checks, Enhanced CRB checks, as well as checks made against the lists formerly known as the Protection of Children Act (Poca) list, Protection of Vulnerable Adults (Pova) list and List 99 (all now renamed as the Independent Safeguarding Authority barred lists).All the Council's CRB checks are enhanced checks, this automatically includes the POCA and POVA checks that have now been replaced by the ISA. Schools staff CRB check (January 1st to December 31st) 2007 = £61,632 2008 = £79,380 2009 = £75,564 (to mid December) It is not possible to identify CRB checks for school volunteers compared to other non school volunteers, but an estimate has been provided below 2007 = approx. £16,660 2008 = approx. £16,850 2009 = approx. £21,480 (to mid December) There were no CRB costs for third party workers (non volunteers), as any agency staff would have been the subject of a CRB check paid for by the agency company. 4

The council does not hold the requested data over the last five years, but a concerted effort to collate this information in the last year has identified approximately 10 properties. 2. Where possible please provide me with details about the money made by tenants unlawfully subletting and any extra details on the cases - such as where the home was, how long it was sublet, who to, by whom and what for, how the council discovered it was unlawfully sublet and what was done about it. The Council does not hold the specific requested information. The council can state all the homes are within the borough and where necessary legal action has been taken to repossess the property. 3. Please provide figures for the number of homes which were found to be sub-let unlawfully during the five year period as a result of a tip-off from the public? All others including the high schools have out-side contractor or are making their own arrangements. The Hot Lunch Menu the council provides to the two schools does not provide for Halal but I can inform you that pork or any sausages are not on the menu. All business premises in Harrow were inspected over the year 2007/2008 to ensure that the correct signage was displayed on the premises and in the correct places. 2. Aproximately 75 were not displaying the signage correctly. All were asked to re-position and then complied. 3. Approximately 15. Most complied when the offence was pointed out. 4. Eight fixed penalty notices were issued to repeat offenders. 5. All council vehicles checked and comply. 6. No vehicle owners have been served with fixed penalty notices. 7. No personal fixed penalty notices have been served. 8. One Court case brought against a Shisha premises for failing to pay the fixed penalty notice. This was settled out of court. Hi Charlotte, please see attached a copy of the procedure for staff which also contains a the letter for parents. The procedure was developed as a practical and workable means of being clear and direct with parents of children who are subject to Child Protection plan. This is following a series of enquiries, most recently into the death of Baby P. The content of attached is deeply informed by the messages from many child death enquiries, which have been the research basis for the procedure. The attached was sent to the Guardian, but Harrow Council did not actually issue a press release. However, we did issue a quote from Cllr Christine Bednell which I include below Cllr Christine Bednell, Harrow Council's portfolio holder for Children's Services, said: "This letter is not about giving Councils nanny-state powers, it is about ensuring we have a clear picture of what is going in the homes of our most vulnerable children."As recent high profile cases have shown, social workers often work in an area where the truth is sometimes murky or deliberately concealed by those supposedly looking after children.
