97 MINUTES OF PREVIOUS MEETING HELD ON 15TH DECEMER 2009

97.1 RESOLVED - that the minutes of the meeting held on the 15th December 2009 be approved and signed by the chair as a correct record.

98 MATTERS ARISING FROM THE MINUTES

98.1 Former Childrens Hospital Ste, Dyke Road (para 89.1). Mr Hamer (Montpelier & Clifton Hill Association) asked whether the consultant's report had been received yet. Mr Dowty advised that the target date had not yet been reached but that it was expected to be available for the next meeting of the group, when the revised planning brief will be on the agenda. It is proposed that a site meeting will be arranged for the week before the next meeting.

98.2 BH2009/02454 & BH2009/02463 Brighton College, Eastern Road (para 90.3) Mr De Young (Kemp Town Society) asked for an update. Mrs Johnston advised that no further information had been received for the group to consider.

98.3 Grand Ocean Hotel (para 95.1) Mr Amerena (Regency Society) requested any further names of people wanting to join the visit on 19th January.

98.4 An update was requested on the new enforcement team manager (para 95.3). Mrs Johnston advised that Matt Gest was still in place on a temporary basis but that the permanent replacement was expected to start in Mid January. Update: Gerard McCormack started in this post on 18th January 2010.

98.5 Sussex County Cricket Club (para 90.1) Mr Martin advised the group that he had been able to take photographs of the Gilligan Stand prior to its demolition.

99 DRAFT STANMER CONSERVATION AREA REVIEW

Mr Dowty explained that the new conservation officer, Sanne Roberts is undertaking a review of all the `downland village' conservation areas. This is the first to reach this stage and has been prioritised due to the future take-over of planning responsibility by the National Park Authority, and also its identification by English Heritage as a conservation area at risk. The document can be viewed in colour on the web. It recommends revisions to the conservation area boundary including extensions to include the woodland on the ridges. Article 4 Directions may be necessary for the few buildings that are not listed.

The consultation period ends on 4th February and local societies should send any representations in writing by this date, however the CAG can discuss the document at the next meeting. The document will also be presented to the next quarterly Stanmer stakeholder group meeting.

Mr Amerena commented on car parking, tree planting and the condition of the buildings in the village. Mr Dowty explained that this is an appraisal document rather than a proposal or management plan, however these comments are welcome and should be made in writing.

Dr Yuill informed the group that the Stanmer Preservation Society welcomed the boundary changes however there was some concern over the loss of the woods on Mill Bank Walk as it is considered part of the history of Stanmer and there may be archaeology and also the loss of the lime trees at the entrance to the park which make a contribution to the entrance to the park. They consider that the vacant plot in the village is a useful parking area as it reduces the amount of parking on the road and they also consider that the water catcher should be given more emphasis as it is a rare feature of industrial archaeology.

Dr Yuill informed the group that the Stanmer Preservation Society has lots of self-funding ideas for the unused buildings, and already has a 6 month licence for use of the church.

Mr Collins asked for the Council's views on the size of the residential community of the village. Mr Dowty advised that there was little opportunity for growth; the settlement is considered a small hamlet and countryside policies apply, although there is still an extant approval for housing behind Stanmer House. Business uses are seen as more appropriate for the empty farmstead buildings.

The group considered that the document was interesting and very well written.

100. TO CONSIDER AND GIVE RECOMMENDATIONS ON MAJOR APPLICATIONS RELATING TO CONSERVATION AREAS

100.1 BH2009/02890 22A St Johns Road, Hove - Brunswick Town

Demolition of central infill. (Part retrospective)

The group had no objection to the demolition of the infill building subject to the approval of an acceptable replacement building.

100.2 BH2009/02811 17 -19 Duke Street, Brighton - Old Town

Replacement of existing roof with a part Mansard to create an additional storey.

The group were disappointed by the lack of detail submitted and were surprised that the application had been successfully registered. Subject to sections showing acceptable roof pitches and details and proposed materials for the west elevation, which is also visible, the group considered the application acceptable in principle, however it was requested that the dormers be painted grey and that clay tiles are required for the pitched roof slopes.

100.3 BH2009/02973 17 Brunswick Square, Hove - Brunswick Town

Removal of existing upstand and mastic asphalt covering to first floor balcony and installation of lead sheet to balcony. Replacement of section of balcony railings above main entrance to match existing.

The group welcomed this proposal

100.4 BH2009/02894 & BH2009/02895 34-35 Trafalgar Street, Brighton - North Laine

Demolition of part of the rear of both properties to allow for the erection of 2no town houses and change of use of upper floor to the remainder of 35 Trafalgar Street from residential (C3) to offices (B1).

The group welcomed this application and recommended approval subject to acceptable details for the altered shopfront.

100.5 BH2009/02814 32 Montpelier Crescent - Montpelier & Clifton Hill

Removal of roof over existing rear extension and construction of two storey extension over to form 2 No. one bedroom flats.

The group recommended refusal of this application due to the affect on the character of the conservation area and the impact of the proposed works on a fine interior staircase. The group was specifically concerned over the proposed rear extension as it would be visible in views from Dyke Road, and the impact of the loss of light to the staircase, and the effect of creating doorways from existing window openings. The group was also concerned that the application was incapable of being implemented due to inconsistencies with plans and lack of detail provided. The group requested that if the officer recommendation is to approve, that the application be taken to committee for consideration.

101. REPORT BACK FROM PLANNING COMMITTEE MEETING HELD ON 16th DECEMBER 2009

    1. BH2009/02276 Sussex County Cricket Club, Eaton Road. The group noted that planning permission was unanimously granted by the Planning Committee.

    1. BH2009/01845 Land adjacent to 9 Challoners Close, Rottingdean. The group noted that the Planning Committee was minded to grant planning permission.

    1. BH2008/02170 2 Ashdown Road. The group noted that the Planning Committee was minded to grant planning permission.

    1. BH2009/01790 24 Walpole Terrace . The group noted that planning permission was refused by the Planning Committee.

    1. BH2009/02543 Sussex House, 130 Western Road. The group noted that the Planning Committee was minded to grant planning permission.

102 APPEAL DECISIONS

    1. The group noted the one new appeal decision.

103 APPEALS LODGED

103.1 The group noted the 2 new appeals lodged.

104 ANY OTHER BUSINESS

    1. Mr Dowty explained that the Brighton & Hove Estate Agents Association (BHEAA) has objected to the proposed Regulation 7 Direction to control `for sale' boards more widely across the central conservation areas, and there is to be an informal public hearing on 9th March. Mr Dowty will notify those local societies most affected by the BHEAA's objection.

    2. 104.2 Mr Hamer (Montpelier & Clifton Hill Association) referred to the English Heritage report on improving the thermal performance of historic windows and asked whether the Council could produce a brief advice note for residents.
