re: Freedom of Information Request

Thank you for your email of 18th January 2010 in which you asked, under the Freedom of Information Act 2000 (FOIA), for the following information:

  1. Electronic copies of all correspondence connected to and which was involved in the preparation of Lord Mandelson's announcement on The Queen's Diamond Jubilee.

  2. A full list of other government departments and agencies who were involved in the decision-taking process.

Your request has been passed to me because I have responsibility for answering any requests on this which come to the Privy Council Office and your request has been handled under the Freedom of Information Act 2000.

I can confirm that this Office holds some information which falls within the scope of your request, but that this information may be exempt under Section 35 (Formulation of government policy).

Public authorities are required to respond to requests for information under the FOIA no later than 20 working days following receipt of the request. However, Section 10(3) of the FOIA allows public authorities to extend this time limit where the information held may be exempt under a qualified exemption, and they require more time to consider the balance of the public interest when deciding whether to disclose the information.

The Privy Council Office has not yet reached a decision on the balance of the public interest in this case. As I need additional time fully to consider where the balance of the public interest lies in relation to the information you have requested, I will not be able to respond to your request in full within 20 working days. I hope to let you have a response by 8th March 2010 but if it is likely that I will not be able to respond by this date, I will write again and explain when I will be able to respond in full to your request.

As part of our obligations under the FOIA, the Privy Council Office (which is now an arms-length body of the Ministry of Justice) has an independent review process. If you are dissatisfied with this decision, you may write to request an internal review. The internal review will be carried out by someone who did not make the original decision, and they will re-assess how the Department handled the original request.
