Details of request:  
The Council has taken the decision to amalgamate your two requests relating to 
Glastonbury Festival which are as follows: 
 
  Please supply me with any documents/emails etc relating to the Glastonbury Festival 
2009, from the first day of the festival right up to the present day. 
I am particularly interested in documents such as the 2007 debrief that you have on 
your website, but my request is not exclusive to that. 
  2010-2016 licence application   
  Any supporting documents produced by the Festival0   
  Any emails or documents relating to the licence application produced by Mendip 
Council. 
 
 
Exemptions Applied  
Section 31(1)(a) 
– the disclosure of the information requested would be likely to prejudice 
the prevention of crime 
 
Section 41 – the information was obtained by the Council from other persons  and its 
disclosure would constitute a breach of confidence actionable by those persons 
 
Section 42 – The information is subject to legal and professional privilege 
 
Section 43 – the information contains information that is likely to prejudice the commercial 
interests of any person. 
 
Section 12 – the estimated cost of complying with the request would exceed the limit 
prescribed by the Secretary of State (the Appropriate Limit) , i.e. £450.

Reason(s) For Refusal: 
Section 31
 
Revealing information such as, but not limited to, that contained within operating schedule or 
event management plan and information contained in other documents such as minutes of 
multi-agency meetings and e-mails between the Council and police and/or fire services 
could prejudice the organisers’ ability to maintain security and safety on the site.   
 
Section 41 
Information such as, but not limited to, that contained within the operating schedule and 
event management plan has been provided to the Council in confidence solely for the 
purposes of determining the licence application.  The organisers have a legitimate 
expectation that such information will be kept confidential and would be entitled to enforce 
such confidentiality by legal action 
 
Section 42  
Some of the information requested such as e-mails containing legal advice will be subject to 
legal and professional privilege.  
 
Section 43  
Information such as, but not limited to, that contained within the operating schedule and 
event management plan is commercially sensitive and is the intellectual property of the 
organisers.  If such information was made publicly available it could be detrimental to the 
organizers of Glastonbury Festival and/or advantageous to any competitors 
 
The Council considers that in all the circumstances of the case, the public interest in 
maintaining the exemptions outweighs the public interest in disclosing the 
information. 
 
Section 12 
To the extent that any of the above exemption applies to some, but not all, information in 
the Council’s possession relating to Glastonbury Festival, the costs of extracting the 
information to which no exemption applies would exceed the Appropriate Limit of £450. 
 
 
Appeals/Complaints Procedure  
If you wish to appeal about information the Council has not released to you please let us 
know in writing stating clearly what the issue is.  We will reconsider your request and if it is 
agreed that the information should have been disclosed, we will do so. 
 
If you wish to complain about the way your request was handled by the Council, please 
complete and return our Complaints Form (available from our Offices, Council Information 
Points and on our website) and we will endeavour to resolve any problems.  If we are unable 
to do this informally we will apply the Council’s Complaints Procedure.
