Dear Mr. Grant,
REQUEST UNDER THE FREEDOM OF INFORMATION (SCOTLAND) ACT 2002
I refer to your request dated 17 January 2010 requesting that certain information be provided to you:
There has been recent publicity concerning the Council's initiative operate a fleet of electric vehicles (EVs) and as part of this initiative install a Glasgow-wide network of (up to 200) recharging points to be used both by these vehicles, and EV-owning public-at-large.
Can you advise;
(1) When the first of these recharging points will be brought online, and if a date has been set for the completion of the installation phase?
(2) What will be the total number of recharging points provided, and whether these sites will be capable of recharging more than one vehicle at one time?
(3) Is a map available showing the EV Charging points available, and if so the URL address showing the Glasgow post locations?
(4) As different EV's have varying charging capabilities, what will be the socket standard used for recharging; 3-Phase 415v (4 or 5 pin), 230v 13amp (Square plug) or 16amp (3 pin round), or a combination to cope with a wider range of vehicles?
(5) If the recharging posts are to be secured (to prevent non-EV misuse), how will this be achieved, and what provision made to permit controlled public use?
(6) Which GCC Department will assume responsibility for the maintenance and public access provision (should the posts be secured).
I can confirm that the Council holds some of the information that you are requesting.
The Council is treating your request as a request under the Freedom of Information (Scotland) Act 2002.
In June 2009 the Technology Strategy Board introduced the Ultra Low Carbon Vehicle Demonstrator (ULCVDP) programme. This is a £25million initiative involving vehicle manufacturers and power companies in operational trials of 340 vehicles in regions around the UK.
40 of these vehicles will be distributed in the Glasgow area by a demonstrator programme consortium consisting of Allied Vehicles, Axeon Batteries, Glasgow City Council, University of Strathclyde, Scottish Power and Scottish Enterprise, it is anticipated that a charging point will be provided at the base or depot of each vehicle.
A project plan for the rollout of charge points through the ULCVDP is in advanced preparation by Scottish Power. This plan when finalised will describe the number of charging points, their specifications and their location.
The chargers as supplied are tamper proof and will be accessed by either key-fobs or swipe cards. It is intended to install a variety of phase and pin combination chargers to cope with a range of vehicles.
The public access provision will probably be the responsibility of City Parking, responsibility for maintenance of the units has yet to be finalised.
If you are dissatisfied with the way Glasgow City Council has dealt with your request you are entitled to require the Council to review its decision. Please note that for a review to take place you must:

You will receive notice of the results of the review within 20 working days of receipt of your request. The notice will state the decision reached by the reviewing officer as well as details of how to appeal to the Scottish Information Commissioner if you are still dissatisfied with the Council's response. You must request an internal review by the Council before a complaint can be directed to the Scottish Information Commissioner.
