ENGLISH HERITAGE FUNDING AGREEMENT DELIVERY PLAN - Progress Against Targets 2006/07

This delivery plan takes as its starting point English Heritage's strategic aims and objectives for the next five years as set out in Making the Past Part of our Future. The Strategy is underpinned by a comprehensive set of activities and targets which will be used to prioritise the organisation's resources over the period 2005-10. This delivery plan highlights only the most critical activities for the period of this Funding Agreement and those which make a major contribution to Government objectives.

Contribute to DCMS PSA3 target to increase the take-up of cultural events and sporting opportunities by adults and young people aged 16 and above from priority groups (defined as people aged 16 or above with a physical or mental disability, from black or minority ethnic groups, or people in socio-economic categories C2, D and E), by increasing the number visiting designated historic environment sites by 3% by 2008

Advice through the Defra Access Forum and provision of heritage data

  • Deliver a minimum of 40 outreach projects per year which engage a minimum of 30,000 people from DCMS priority groups per year (5B3)

  • Deliver a minimum of 25 Heritage Open Days outreach projects per year aimed at broadening participation in the scheme, in partnership with the Civic Trust (5B7)

2005/6 - 53 Outreach projects, 46,751 people engaged

2006/7 - 48 Outreach projects, 49,495 people engaged.

Outreach projects only target people from DCMS priority groups. The Outreach Department engages new audiences through grass roots community heritage projects, eg: oral history projects, arts activities, learning traditional crafts skills, training as local heritage guides, taking part in hidden histories projects at our sites and working with groups to discover and tell their own stories.

there has been no previous participation, and encourages people to complement traditional heritage with events that reflect the cultural diversity of their community.

English Heritage also supported the sector to meet the PSA3 target through delivery of the `Your Place or Mine? Engaging New Audiences with Heritage' conference held in November 2006. 350 policy makers and practitioners participated in debates and practical workshops to increase their skills as well as influence strategy with regards to engaging hard-to-reach communities with heritage. Following on from the conference, an online professional networking website is in development to support the sector to engage new audiences and broaden access.

English Heritage has paid the second instalment of its contribution to the Taking Part survey (£80,000). The survey is also supported by attending project meetings, clearing publications and publicising its existence. English Heritage uses its results in its publications and to inform policy, and liaises with DCMS and partners on the content of the survey and future plans for questions, analysis and publications.

Following the successful roll-out of Open Access, we are participating in the new Defra Coastal Land Access Group and provided sample site condition and interpretation data from the Scheduled Monuments at Risk initiative to the consultants advising Natural England on the recommendations for enhancing coastal access.
