Thank you for your email dated 7th January 2010. As the information you requested is 
not personal or environmental it has been processed in accordance with the Freedom 
of Information Act 2000. 
 
Initially, I would like to take this opportunity to reiterate our apology for the delay in 
responding to your request.  
 
I have investigated your request and the answers to your questions are as follows.

In accordance with section 1 of this act this information cannot be provided as it is not 
held by this authority.

Note 1: As you asked for personal information about another person we are 
required by section 40(2) of this act to take into account the principles of the Data 
Protection Act 1998. In the instances marked above these persons are no longer 
employees of this Authority and we are unable to obtain their consent to release 
personal information about them. 
 
Upon consideration and in light of recent decision notices by the Office of the 
Information Commissioner, we have determined that release of these names 
would be unfair to those persons and therefore incompatible with the first Principle 
of the Data Protection Act 1998. Consequently, we have applied section 40(2) (by 
 

 
virtue of section 40(3)(a)(i)) of the Freedom of Information Act 2000 and exempt  
this information from release.
