Your request for information received on 26 December 2009 has now been
considered and some of the information requested is enclosed herewith. However, it
is not possible to satisfy all elements of your request.
I should note that some portions of the requested information have been excised
pursuant to mandatory exemptions under the Act. Such excisions have been
indicated in the material supplied. In accordance with s. 17 of the Freedom of
Information Act 2000, this letter acts as a partial Refusal Notice, and I am not obliged
to supply exempted information. The reasons for exemption are as stated below:

For your convenience, I have reproduced your request in the attachment to this letter
and indicated our response to each element of your request. Copies of the relevant
invoices are supplied in a separate file with this letter.
You requested information about expenditure on courses from 1997 to date. Our
financial records are held for seven years, and so we are only able to provide
information dating back to 2002/3.
For all the individuals who have attended Common Purpose courses at the level you
have requested, we have sought permission to release the information. Where we
have not been able to obtain that permission, the materials have been redacted in
accordance with s.40(2). In addition, the job title and the date would in combination
identify a living individual and affect their personal privacy and is therefore personal
information within the definition of the Data Protection Act 1998 (DPA). Disclosure of
this information without the consent of the data subjects would be in contravention of
the first data protection principle with the DPA and is barred by section 40 of the
FOIA.
I would also add that any material released over which UEA has copyright is released
subject to the understanding that you will comply with all relevant copyright rules
regarding reproduction and/or transmission of the information released.

Please provide details of:
1. the names and ranks/grades of all employees in your organisation who are
Common Purpose 'graduates'.
2. the total expenditure by your organisation on Common Purpose courses for each
of the years 1997 to date together with a copy of the invoice for each Common
Purpose course paid for by your organisation.
By 'Common Purpose', I mean the training organisation of that name:

By Common Purpose 'graduate', I refer to those people who have passed the
advanced Common Purpose courses.
In your email of 13 January 2010, you clarified the following points:
1. This is a request about any employee (past or present) of the UEA who has taken
a Common Purpose course paid for by the UEA even if they are no longer employed
by the UEA.
2. By "advanced course", I mean Matrix and Focus, Navigator, 20:20 and Power
Dynamic.
3. Instead of "passed", let us say "attended".
